Committee dual Vocational Education Train-ing (DC dVET) and specific thematic support in Switzerland

The dual vocational education training (VET) system has a long standing tradition in German-speaking countries and contributes to employment and income. Its adaptation in development contexts is often complex and challenging. By fostering networks between the donor agencies working on dual VET and tapping into the experience of the Swiss VET-community, the exchange of best practices will improve VET projects in the partner countries and lead to a better international positioning of the dual VET approaches.

Background

After the economic crises and increased youth unemployment, VET is again gainig on importance in development cooperation. Specifically the dual system of the germanophone countries is seen to contribute  considerably to better employment and income. In order to better position the dual approach in the international dialogue and to improve VET programs, Germany, Austria, Liechtenstein and Switzerland will join forces and establish the Donor Committee for dual Vocation Training (DC dVET).

Within Switzerland, a forum on Vocational education and international collaboration (FoBBIZ) has been established linking practitioners from the Swiss VET system and the ones working on the topic in international cooperation.

 

Objectives

The exchange of expertise of dual VET in international development cooperation is institutionalized at a national and international level. Thus the common understanding and learning of dual VET in development cooperation increases, and forms the basis for promoting joint actions on international policy and on partner country level. Thereby, it contributes to more and better VET interventions which ultimately contribute to individual, social and economic development, and therefore to poverty reduction.

Target groups

Direct: practioners from donor headquarters, field offices, and implementers,  advisors, consultants.

Indirect: Vocational Training providiers and participants in partnern countries, ministries involved in VET, private sector in partner countries

 

Medium-term outcomes

The DC dVET’s platform is used by existing programmes and those who design new ones, finding good practice advice, guidance and support. Moreover the platform is used by potential partners as a source of information for dual VET.Within Switzerland, the FoBBIZ allows to tap into the experience of the broad VET community.

Results

Expected results:  

The DC dVET gathers, explores, shares, advances and creates accessible VET information from and for its members.
FoBIZZ organizes two events per year attracting a broad audience from the Swiss VET system and from international cooperation.

Other partners

International: The DC dVET  is a delegated cooperation with contributions from BMZ, ADA and the LED with SDC in the lead. Swisscontact is mandated by the DC dVET to implement and run the DCdVET secretariat. In Switzerland: Forum on Vocational education and international collaboration (FoBBIZ).

Coordination with other projects and actors

By creating linkages between projects and VET actors, DC dVET and FoBBIZ foster the knowledge exchange and thus create synergies.

This knowledge exchange will also nurture the SDC internal employment and income network.
