Procurement Backstopping and Advisory Support – Medical Equipment and Supplies
The Embassy of Switzerland in Zimbabwe, on behalf of the Swiss Agency for Development and Cooperation (SDC), invites qualified consultants to submit proposals for technical backstopping and advisory support for the procurement of medical equipment and supplies under the City of Harare Diagnostic Strengthening Project.
Background
In partnership with the City of Harare, Switzerland is supporting the strengthening of diagnostic and laboratory services at Wilkins Hospital and Mabvuku Polyclinic. The initiative aims to improve equitable access to quality primary health care, particularly for underserved urban communities.
To ensure transparent, compliant, and technically sound procurement processes, SDC seeks an experienced consultant to provide independent procurement backstopping and oversight.
Objective of the Assignment
The consultant will provide technical, operational, and coordination support to ensure:
- Transparent and compliant procurement of medical equipment
- Proper evaluation and selection of suppliers
- Oversight of delivery, installation, testing, and commissioning
- Adequate user training, maintenance planning, and warranties
- Strengthened asset management and reporting systems
The mandate covers the full procurement cycle, from planning and specification review to final commissioning and reporting.
Duration
- 1 April 2026 – 30 September 2027
- Maximum 40 working days
Eligibility & Key Requirements
Applicants must demonstrate:
- At least 5 years’ experience in medical procurement or procurement oversight
- Experience working with government and public sector entities
- Knowledge of Zimbabwe’s public health procurement context
- Legal ability to work in Zimbabwe
Experience in public-sector procurement of medical equipment in Zimbabwe is highly desirable.
Selection Criteria
Proposals will be evaluated on:
- Qualifications and experience (55%)
- Understanding of the mandate and methodology (25%)
- Financial proposal (20%)
The contract will be awarded to the technically and economically most advantageous offer (80/20 weighting).
