The Carter Center: International Election Assessment for Presidential Elections and Constitutional Referendum 2012

The Carter Center (TCC) will carry out analytical work on the electoral process during the presidential elections in Egypt from May to June 2012 and during the constitutional referendum, planned for autumn 2012. TCC is accredited to witness the elections process although some limitations have been made to their ability to report during the proceedings. As TCC enjoys both the confidence of the transitional authorities and a broad acceptance in the Middle East, this provides an opportunity for a firsthand insight into the electoral process as well as a building block for future interventions of both SDC and DHS (former PD IV) in the field of democratization in Egypt. There is a consensus among donors to support the initiative and hence to address the issue with a coordinated approach. The project will cover: 1. The deployment of international election experts/observers to Egypt; 2. A qualitative and quantitative data collection on key aspects of the electoral processes including reports; 3. Recommendation to improve future electoral processes.

Contexte
Elections are carried out under a a transitional authority dominated by the Supreme Council of Armed Forces (SCAF), reluctant to external observation. Tensions between democratic political movements and military are increasing; neutral appreciation of electoral process is needed. Presidential elections and the constitutional referendum are key to the transition process. Growing tension between the SCAF, the parliament and the civil society requires careful observation and distinction between technical weaknesses and deliberate attemps to misuse electoral process.
