Contribution to IFRC’s Emergency Appeal Middle East Crisis, PRCS’s Emergency Appeal for the oPt and to MDA’s response in Israel
A renewed spike of violence and escalation of hostilities are currently affecting Israel and oPt during Q4 of 2023, with possible further regional implications yet to be determined. The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organisation. Together with Red Cross and Red Crescent member National Societies, it plays a major role in responding to humanitarian needs, including in the Near and Middle East. Switzerland intends to contribute to the IFRC’s Middle East Crisis Emergency Appeal for a regional humanitarian response, as well as to PRCS’s oPt emergency appeal and to MDA’s response in Israel.

Background |
On 7 October 2023, an escalation of hostilities occurred across Israel, Gaza Strip and the West Bank. The number of displaced people, injuries and fatalities is expected to rise as the escalation continues. The humanitarian needs are immense, and conditions are expected to deteriorate with the increasing numbers of casualties, damaged vital infrastructure, restricted access, and mass internal displacement with limited or no safe evacuation passages. Tensions have already risen beyond the borders as neighbouring countries have witnessed escalations. Local escalations, demonstrations and civil unrest in different countries across the MENA region have increased which may result in further humanitarian needs and suffering including displacement and migration whilst the situation remains volatile. |
Objectives | Switzerland aims at contributing to humanitarian relief and assistance efforts in the Near East region through supporting the IFRC (Emergency Appeal Middle East crisis) and national societies in the framework of their humanitarian responses. |

The IFRC coordinates and partners with the Movement’s National Societies within the region, in this case the Jordanian Red Crescent, the Syrian Arab Red Crescent, the Lebanese Red Cross and the Egyptian Red Crescent. IFRC’s regional emergency appeal complements the oPt emergency appeal by PRCS. MDA has its own list of urgent needs for Israel. |
