This project will improve the protection of rights of the people in KP by strengthening the provincial human rights protection mechanisms. This will be achieved by strengthening the capacity of line departments to manage the rights related responsibilities that were devolved from the federal to the provincial government, by developing a human rights policy, and by raising awareness among civil society on the protection responsibilities of the government.

Contexte

The human rights context in Pakistan is characterised by the State’s inability to protect religious and ethnic minorities due to laws such as the blasphemy law that promote institutionalized discrimination, regional inequalities with respect to access to basic services, conflicting freedom of press, and political instability. In particular, Khyber Pakhtunkhwa has suffered significantly with reference to protection of rights of its citizens due to the militancy and conflict in the region.

Objectifs

The rights of the people in KP, especially women, children and religious minorities, are better protected through improved provincial human rights promotion and protection mechanisms.

Effets à moyen terme

The KP government has strengthened capability to protect the people of KP due to improved capacity, the development and approval of a provincial human rights policy, and increased social accountability by the civil society.

Résultats

Principaux résultats attendus:  

Output 1: The people in KP experience improved protection through the development of a provincial human rights strategy to support the KP government promote, protect and govern human rights.

Output 2: The government line agencies have improved capacity to protect the people in KP, especially women, children and religious minorities.

Output 3: The civil society in KP has improved capacity to hold the KP government accountable on its human rights obligations due to increased awareness on human rights legislation and protection mechanisms.
