Immunities may apply to different categories of beneficiaries, in particular:

  • states
  • state representatives (including heads of state, heads of government and ministers of foreign affairs)
  • international organisations, and the persons appointed to them in an official capacity

The extent to which each beneficiary is entitled to immunities under international public law must be determined. Immunities may stem from customary international law or international treaties (bilateral or multilateral).
