Diplomacy for democracy
In a context of global democratic backsliding, Switzerland is strengthening the diplomatic framework that allows democracy to express itself and develop. The aim is not to expand the democratic space, but to consolidate and safeguard existing gains. To this end, Switzerland mobilises its diplomatic resources by making strategic use of traditional instruments, which it adapts to contemporary realities.
Dialogues and cooperation
Switzerland uses its diplomatic channels with other states and intergovernmental organisations to enhance mutual understanding of different democratic models and encourage joint initiatives. It implements bilateral and multilateral dialogues to identify specific levers for cooperation. Aimed at promoting and protecting democracy, these exchanges are intended to lead to joint actions and projects, helping to boost democratic resilience. Switzerland also assists partner countries in setting up similar dialogues.
Multilateral engagement
At multilateral level, Switzerland is committed to supporting relevant dialogue processes and platforms. It is also developing and strengthening its presence within organisations such as the Council of Europe, the OSCE, the OECD and key United Nations bodies. With this in mind, greater use of International Geneva is a strategic priority for bolstering Switzerland's coordination and influence.
Democratic transitions
Diplomacy for democracy also means providing active support for positive democratic transitions. Elections, popular movements or a reorientation of the political programme have led to regime change in a number of countries, briefly opening up a window of opportunity to consolidate democratic gains. Mindful of the urgency of such pivotal moments, Switzerland offers support to these emerging democracies. This assistance includes not only international cooperation and the provision of experts to oversee reforms, but also political support, which is an essential diplomatic tool.
A strong pro-democracy stance
Finally, in addition to these targeted actions, Switzerland works to counter the negative discourse surrounding democracy and its promotion. This stance seeks to highlight the empirically proven benefits of democracy, particularly in terms of lasting peace and sustainable development.
In summary, Swiss diplomacy for democracy is part of an overarching strategy to consolidate democratic gains, support transitions and promote effective and resilient models of governance. It thus plays an active part in strengthening and developing democratic resilience in order to effectively address the challenges of the 21st century.
The Giessbach Democracy Retreat
The Giessbach Democracy Retreat provides an excellent example of this approach. Held annually since 2022, the event sees representatives from 10 to 12 countries gather in a private setting to discuss the challenges and opportunities of democracy. It fosters the creation of a network of states which, by learning from each other and working together, help to positively shape international discourse on democratic values and democracy promotion.

Foreign policy strategy 2024–2027
