In the field of International Cooperation, the Embassy is responsible for the implementation of the Ukraine country programme 2025–2028 and provides a platform for dialogue and cooperation between Swiss and Ukrainian partners.

The mission and the main tasks:

• Conducting a policy dialogue with the main counterparts of the Government of Ukraine;
• Monitoring of the context and steering of the overall Ukraine country programme (2025-28) in accordance with the evolving situation in Ukraine including with regards to humanitarian needs and emergencies;
• Adapting the Country Programme in line with budgetary frameworks and evolving needs in the country;
• Planning, steering, monitoring and reporting on program and project progress;
• Contributing to effective government-donor coordination;
• Implementing direct bilateral interventions, including humanitarian action, in accordance with needs in Ukraine and Swiss priorities;
• Supporting visits by national and international experts and delegations, and facilitating exchanges with Swiss stakeholders, including with sector entities;
• Supporting communication on the Swiss cooperation engagement in Ukraine.

The Ukraine country programme 2025–2028 marks the beginning of a twelve-year federal support process for Ukraine's reconstruction, reform and sustainable development. Up to CHF 1.5 billion has been allocated from Switzerland's international cooperation budget for the period 2025–28. The programme is implemented under the leadership of Ambassador Jacques Gerber, the Federal Council's Delegate for Ukraine.

The Ukraine country programme 2025–28 sets out a range of activities aimed at providing emergency aid, establishing a just and sustainable peace and giving the Ukrainian people a foundation on which to move forward with their lives. The 2025–28 country programme focuses on three priority areas:

• Economic recovery
• Public services
• Protection of the civilian population and peace
