Colombia Information Management and Analysis Unit (CIMAU)
Colombia has been suffering from a protracted armed conflict, which affected the living conditions of over 7.5 million people. Colombia has a historic opportunity to achieve a peace agreement with the FARC-EP guerrilla in 2016, entering into a transition period out of conflict into local peace and statebuilding. In this post-conflict context, a data management system, taking into account not only humanitarian, but also peacebuilding and development needs is crucial to contribute to a more strategic decision making and better alignment and harmonization.

- Consolidate a repository of information on the humanitarian, peace and development situation reliable and accessible to the international community, state authorities and civil society.
- Analysis of the international community’s response in order to provide an instrument for sound decision-making of the UNCT, HCT and donors.
- Improve the coordination in information management about humanitarian, peace and development issues in Colombia.
- Establish a network of analysts who share their methodologies and allow a contextualization of the situation in the country to work in situation analysis and response.
- 1.1. Establish 4w Information System (Who, When, What, Where): Post-conflict infographics for donors, UN agencies and government on humanitarian, development and peace context.
- 1.2. Provide relevant documents and analytical reports covering the local situation on humanitarian, peace and development issues (Monitor).
- 1.3. Creation of a Web site with a Maps Centre for national and international community to display data and access to information products.
- 2.1. Provide standardized situation analysis products to support decision-making (prioritization indexes).
- 3.1. Promote bilateral coordination with state entities (UARIV, UNGRD, APC, DPS, ACR, DNP, Ombudsman and DANE) through data-sharing agreements.
- 3.2. Promote multilateral coordination at the level of HCT, UNCT and GRUC, through Focus Group Information Management (FGIM).
- 4.1. A network of analysts, the level of universities and analysts of SNU.

Contexte |
Ongoing peace talks between the Government and the FARC and exploratory dialogues with the ELN represent a major opportunity to put an end to 50 years of conflict. Until now, OCHA has been in charge of the analysis of the humanitarian situation in Colombia. An information system on the peace, human rights and development situation, however, does not exist. Within the new post-conflict context, with the need to better coordinate humanitarian, peacebuilding and development issues, it will be important to rely on unified data from CIMAU to support decision-making, for humanitarian, peace and development programs conducted by donors, the United Nations agencies and State institutions. |
Objectifs |
The main goal is to contribute – in coordination with the relevant Colombian government entities (APC, Ministry of Post-Conflict) – to improve the capacity of the Information Management and Analysis Unit for analysis and decision-making for the United Nations system and donors, through the strengthening of collection, processing, analysis and dissemination of information related to humanitarian, peace and development issues. |

Direct Beneficiaries: 90 NGOs, members of the Humanitarian Country Team, agencies of the United Nations, donors, Colombian government entities and institutions. Indirect Beneficiaries: 4.5 million of people who live in some 125 municipalities that are prioritized by the United Nations intervention in the Peace Building mandate during the post- conflict. 4.8 million people with humanitarian needs in Colombia. |
