Official working visit of German Foreign Minister Westerwelle to Switzerland

Federal Councillor Didier Burkhalter, Head of the Federal Department of Foreign Affairs (FDFA), met with the German Foreign Minister Guido Westerwelle on 1 May 2013 for official talks. They discussed bilateral cooperation in light of Switzerland's upcoming OSCE chairmanship. Their talks also focused on bilateral issues and themes relating to European policy.

In 2014, Switzerland will assume the chairmanship of the OSCE. In light of this upcoming event, cooperation between Germany and Switzerland was the focus of talks between Mr Burkhalter and Mr Westerwelle in Bern. They discussed the situation in the Western Balkans, the two countries' engagement in the region and the situation in the South Caucasus. Arms control issues were another theme. Germany is one of Switzerland's principal partners in the effort to increase stability in the OSCE region.

The desire for closer cooperation in other domains was also expressed during the talks. The two ministers agreed to form a working group tasked with preparing an initiative to promote dual vocational training in Europe. They also reaffirmed their commitment to the free movement of working people in Europe, and pointed out that the fight against abuse of the system must be stepped up.

Bilateral issues, including transport policy, were a further focal point of the discussions. Mr Burkhalter described the agreement on approach routes to Zurich Kloten Airport as "still a good compromise for both sides". He confirmed to Mr Westerwelle Switzerland's willingness to cooperate in settling the issues the German side considers to be outstanding.

They also discussed the tax issue as it relates to European policy. In reference to Switzerland's clean money strategy, Mr Burkhalter noted that Switzerland's position as a financial centre is determined not only by developments in the EU but also in globally oriented financial centres in America and Asia. Mr Burkhalter also emphasised that Switzerland is always willing to discuss a withholding tax agreement, should Germany wish to do so and also be willing to reconsider the German Bundestag's decision to reject it.

International topics discussed included the civil war in Syria, the Middle East peace process and the situation on the Korean peninsula. The open exchange of views underscored once again the close and multifaceted relations between Switzerland and Germany.
