Senior Programme Officer Protection and Migration

The Senior Programme Officer will be in charge of OIC’s portfolio in the Domain of Protection and Migration, at strategic and operational level. The strategic framework and priorities of the Domain Protection and Migration are defined in the Swiss Cooperation Strategy 2017-2020 in Egypt. Under a programmatic approach, the Domain focuses on (1) provision of basic services (such as psychosocial support and legal aid) and (2) enhancing self-reliance and socio-economic resilience of vulnerable migrants.
The main tasks of the Senior Programme Officer will be
Programme Cycle Management (PCM): development and implementation of the strategy programmes and projects in Egypt for the Domain Protection and Migration. Conflict sensitive programme management (CSPM), governance and gender mainstreaming as well as financial overview and compliance are integrative parts of the PCM responsibility.
Develop and maintain a strong network in the area of migration and protection.
Relations with partners: main contact person and entry point for the partner organizations of the Domain, conduct dialogue with multilateral partners and State entities/institutions, and coordination with other donors.
Internal strategic coherence and coordination: coordination of and cooperation on migration issues and interventions within the Embassy of Switzerland in Egypt. Preparation of strategic briefings for the Director of Cooperation.
Thematic tasks / knowledge management: monitor the political, economic, social and humanitarian development in Egypt and the region, as relevant for the strategic steering and monitoring of the Domain’s activities/interventions. This includes the development and maintenance of a broad network within the Swiss Federal administration.
Public relations and policy dialogue in relation to the Domain.

University degree or equivalent education in relevant fields for the position.
At least 6 to 8 year working experience in relevant fields of development cooperation at the operational and strategic level, and at least 2 years in a management position.
Proven technical knowledge in the field of protection and migration and portfolio management/development.
Team player, stress resistant, able to think in an integrative way, strong analytical and conceptual capacities.
Professional exposure to western European culture and worldviews.
- Excellent knowledge of Arabic and English, both written and spoken. Working knowledge in either French or German will be an asset.
