Sustainable Winter Tourism Kyrgystan, Phase I
To foster sustainable and inclusive growth in the tourism sector in Kyrgyzstan, SECO aims at strenghtening the winter tourism value-chain in selected localities of Kyrgyzstan. This pilot phase addresses challenges by developing and enhancing necessary skills for service providers and by creating a favourable business environment.

Background |
The tourism industry in Kyrgyzstan is rich in tradition and used to play an important role during Soviet times when it represented one of the most visited tourist destination in the region. After the dissolution of the Soviet Union, the industry experienced years of contraction and disinvestment, from which the sector recovers slowly but steadily. The traditional tourism season in Kyrgyzstan is short and to date mostly limited to summer. Favourable climatic conditions and some existing winter resorts, however, offer a variety of opportunities during the winter season and additional income-generation for local population. |
Objectives |
Realize Kyrgyzstan’s entire tourism potential throughout the development of a sustainable winter tourism value-chain. The realization of the full potential requires the creation of year-round jobs and income generation to extend the tourism season, especially for people in remote areas of the country, such as those working in low paying jobs or undertaking temporary work during the summer. The objective is thus to extend the potential of the tourism value-chain in a sustainable manner through the capitalization of the growing demand for winter tourism activites. |
Medium-term outcomes |
Small & Medium Enterprises (MSMEs) and qualified local working age population in targeted areas provide quality services, including hospitality and products, in a sustainable manner along the winter tourism value-chain- A favorable business environment and formalized coordination mechanisms in the winter tourism value-chain enable better access to the winter tourism market and to services for MSMEs and local population. |
Results |
Expected results: Range of tourism services and products are expanded and diversified- Constraints and shortcomings on quality and safety standards in the winter tourism value-chain are identified- Constraints and shortcomings on environmental standards and norms in the winter tourism value-chain are identified- A national sustainable winter tourism strategy is developed and limiting business regulations, incl. outdated or not properly enforced regula-tions, in (winter) tourism are identified- Formalized dialogue and coordination fora at national and regional level are developed- Formalized business linkages among (winter) tourism stakeholders are established in target destinations. |
