In 2024, Swiss ODA amounted to CHF 4.053 billion, or 0.51% of GNI. This figure was CHF 636 million lower than in 2023, a year marked by efforts to meet the needs arising from the war in Ukraine and the Middle East conflict, as well as particularly high asylum-related costs. In 2023, the ODA/GNI ratio reached an unprecedented 0.60%.
The difference in 2024 is also explained by the reduction in asylum costs included in ODA (CHF 300 million). Despite the fall in asylum costs, these still account for a quarter of ODA (CHF 1.012 billion, including CHF 260 million for people with protection status S from Ukraine). Excluding asylum costs, ODA spending was down CHF 338 million compared to 2023. The ODA/GNI ratio excluding asylum costs thus fell from 0.43% in 2023 to 0.38% in 2024.
Role of Swiss international cooperation
Through its international cooperation, Switzerland helps to reduce poverty and promote peace and respect for human rights, respond to global challenges such as pandemics and climate change, and mitigate the causes of forced and irregular migration. Switzerland also plays a role in establishing environmentally-friendly development worldwide, with a focus on the sustainable management of natural resources.
Swiss international cooperation is primarily implemented by the Swiss Agency for Development and Cooperation (SDC) of the FDFA, the State Secretariat for Economic Affairs (SECO) of the EAER and the FDFA's Peace and Human Rights Division (PHRD), whose budgets covered two-thirds of ODA in 2024.
Calculating ODA and international comparisons
ODA is calculated on the basis of guidelines issued by the OECD's Development Assistance Committee (DAC). The relative contributions of the DAC member states are calculated based on the share of GNI that each of these countries spends on ODA. In the international ranking of the 32 member countries, Switzerland retains the same ranking in 2024 as in 2023, namely the eighth position.
