Hanoi – The fifth annual report of the Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) 2015 was published on 12 April 2016.

PAPI takes the perspective of citizens as end-users of public administrative services. The PAPI survey looks at six different dimensions of provincial governance and public administration. These include:

  1. participation at the local level;

  2. transparency;

  3. vertical accountability;

  4. control of corruption in the public sector;

  5. public administrative procedures; and

  6. public service delivery. PAPI sheds light on analytical issues that need policy consideration at national and provincial levels.

H.E. Ms Beatrice Maser Mallor, Swiss Ambassador to Vietnam, delivered a key note speech at the launching event. Based on the PAPI findings she emphasized that “there is a lot of room for improvement. And it is particularly relevant at this point in time, when there is an ongoing debate on how Vietnam could avoid getting stuck in the middle-income trap. Evidence from a large number of countries indicates that an important part of the answer is to strengthen governance, especially the governments’ capacity and effectiveness at all levels from the central to the local. Boosting accountability and transparency and creating opportunities for citizen feedback on the performance of the public administration will help Vietnam achieve this”.

PAPI is conducted by the Centre for Community Support and Development Studies, a Vietnamese NGO, under the umbrella of the Vietnam Fatherland Front, the apex organization of all Vietnamese mass organizations. UNDP is providing technical assistance and SDC is funding this initiative.
