SDC - ECDPM Partnership 2017-2020: Promoting PCSD concept work and implementation

Outcomes (objectives) of the planned phase:

OC 1: Transform the Policy Coherence for Development concept into a practically relevant policy-perspective and promote it in international fora and processes, developed countries and developing countries.
OC 2: Enrich SDC’s conceptual debate on future development challenges as well as potentially necessary adaptations and transformations in a changing international environment.
OC 3: Expand knowledge and promote more effective partnership approaches towards more inclusive policies and practices around the extractive industries including, commodity trading and related illicit financial flows.
OC 4: Conceptualize and promote development-friendly frameworks for migration governance as well as dialogues, partnerships, and tools at the global level, between countries and among relevant stakeholders, with a focus on Europe & Africa.
OC 5: Support the formulation of coherent, inclusive, and sustainable regional and national agriculture policies (incl. regulatory framework for agricultural investments as well as inclusive international trade) on the market for sustainable agriculture and organic products and their implementation by farmers, their agricultural organizations as well as relevant international organizations.
OC 6: Governance: Inform programmes/strategies about approaches on inclusive civic engagement, co-production in the delivery of public services, territorial development and the quest for peace and security.

Expected results:   OP 11: execute practically relevant analytical Policy Coherence for Development work and disseminate results at global and country-level to bridge policy domains.
OP 21: Carry-out research and support evidence-based policy processes/ solutions related to natural resource extraction, with a particular focus on (gold) mining, for more inclusive governance at national and sub-national level.
OP 31: Inform and reflect with SDC and Swiss Mission to the EU on new trends and policy developments of the EU institutions and Member states in selected thematic and geographic areas.
OP 42: Engage in stakeholder advice, and develop communication packages on state of the art in migration and development by policy-relevant evidence.
OP 53: Support the implementation of agricultural trade policy related activities (local, regional, international) in East and West African Countries related to specific value chains, including in strategic agro-food value chains.
OP 61: Carry-out research, strengthen capacities, and foster dialogues/solutions on decentralization processes and the territorialisation of selected sectoral programs/approaches.

Results from previous phases:   The previous phase of partnership was distincly geared towards a continuous dialogue with EC institutions, based on the exchange and use of relevant knowledge on development policy matters. While this objective could be reached only partially, the partnership generated innovative insights in strategic approaches of policy development and the representation of SDC interests in decision making processes. As an evaluation of Nov. 2016 showed, the overal strategy of turning knowledge, generated and provided by a think tank, into policy development proved to be highly successful. However, certain management modalities (in particular reporting) and SDC-internal outreach strategies have been considered to be improvable, being reflected in the agreement 2017-2020. modified accordingly.
