Swiss-Kosovo Local Governance and Decentralization Support (LOGOS)
Since the independence in 2008, Kosovo has achieved good progress in the field of local governance and decentralisation. The progress however relates mainly to realisation of the political decentralisation agenda (“Ahtisaari Plan”), whereas in the local governance reform, despite initial achievements, important challenges remain ahead. The project will contribute to strengthening Local Governance and Decentralization reforms in municipalities in South Eastern Kosovo.

- Citizen satisfaction with the overall municipal performance in LOGOS partner municipalities increased to 64% in 2011 from 51 % in 2010.
- 6 municipalities developed legally required municipal development plans and urban development plans using participatory procedures.
- 8 municipalities have updated their database and registering unregistered objects. On average, these activities have allowed to increase municipal database of about 10 %.
- A sub-municipal regulation has been drafted than transformed into a template regulation of the Ministry of Local Government and Administration.
- Phase 3 of the project will be implemented by Helvetas Swiss Intercooperation

Target groups |
Municipalities will continue to be the main partners of LOGOS. The main interlocutors within the partner municipalities are the executive bodies of the elected municipal councils. Ministry of Local Governance Administration (MLGA) is a main partner at the central government level. The Ministry of Finance (MoF) is the other main partner at the central government level. The Association of Kosovar Municipalities (AKM) was already a key strategic partner of LOGOS during the previous phases. During the bridging phase, LOGOS will continue to support the lobby function of AKM and integrate the AKM in the dissemination of results (through its collegia). |
