Background

In an increasingly globalised world an effective multilateral system is more relevant than ever, particularly for the millions of people who do not have access to the basic services envisaged in the Millennium Development Goals. MOPAN’s products contribute to strengthen the organisational effectiveness of Multilateral Organisations. MOPAN assessments are heavily and increasingly used by several bilateral donors for their bilateral assessments on Multilateral Organisations. Therefore, MOPAN is under pressure to produce more assessments and to further strengthen the quality of the reports.

Objectives

The overall goal is that through the use by the staff of Multilateral Organisations and MOPAN members in the relevant Executive Boards, the findings of MOPAN assessments contribute to improved performance of Multilateral Organisation.

Target groups

Multilateral Development Partners: Multilateral Development Banks, United Nations’ Organisations, Global Funds at HQ and Country Level.

Medium-term outcomes

The outcomes are an enhanced ability of Multilateral Organisations to improve organisational effectiveness, and an increased capacity of Switzerland/SDC to meet its domestic accountability requirements (through the Core Contribution Management), to strengthen its dialogue on organisational effectiveness on the basis of facts and findings, and to fulfil its responsibilities and obligations as bilateral donor. Another objective is that MOPAN’s Secretariat hosted by the OECD/DAC will function effectively, but as independently as possible from the OECD/DAC.

Results

Results from previous phases:  

Between 2009 and 2011, MOPAN has made publicly available assessments on the organisational effectiveness of 12 different Multilateral Organisations. MOPAN broadened and extended its assessment methodology by the introduction of the “Common Approach” by MOPAN members. The “Common Approach” continues to collect data through a survey but additionally includes a review of the documents published by the Multilateral Organisations. Dialogue between MOPAN and the Management of Multilateral Organisations at HQ and country level on the findings of the various MOPAN assessments produced different reforms and changes to strengthen the organisational effectiveness in the assessed Multilateral Organistaions. However, the use of MOPAN findings particularly by bilateral donors including Switzerland was still limited and can be improved in future.
