MOPAN - Annual membership and extraordinary contributions to the Multilateral Organisation Performance Assessment Network for the period 2023-2024
The MOPAN is the only institution offering regular independent performance assessments of major multilateral organisations MO. Switzerland is a founding member of MOPAN. MOPAN’s assessments are a key performance analysis instrument to assess MOs’ work and. They also support Switzerland in effectively steering the governing bodies of MOs. The assessments reduce the individual review burden by members on MOs and contribute to a more effective multilateral system.

Background |
MOPAN is a network of 21 multilateral donors representing more than 80% of multilateral funding, and with a common interest in assessing the effectiveness of multilateral organisations. MOPAN organizes, by decisions of its Steering Committee and through its Secretariat, standardized (and therefore comparable), institutional assessments of multilateral organizations. MOPAN also develops knowledge on key systemic issues that informs policy discussions, notably through thematic studies. Since 2013, the MOPAN Secretariat has been hosted at the OECD. In 2022, Switzerland successfully chaired the MOPAN Steering Committee that launched a reflection to refine the vision and strategy for the network. The development of MOPAN’s first Strategy as such, is due to take place in 2023-2024 and requires additional funding from MOPAN’s members, including Switzerland. |

Results |
Expected results: - Planned assessments (13 organisations for new assessment over the 2023-24; and 2 additional organisations whose assessment were postponed to 2023) and analytical studies decided by the Steering Commitee for the years 2023 and 2024 are conducted in timely manner; - MOPAN Strategy is produced and endorsed by the end of 2024. Results from previous phases: According to the 2022 external review of MOPAN, the organization largely delivered on its agenda, centered on assessments, with a rise in the number of assessments delivered annually. It enabled a further increase of the coverage of multilateral organizations. During the period 2019-2022, MOPAN finalized 11 assessments of MOs and 6 thematic reports; and initiated a further 15 to be completed in 2022 and 2023. Switzerland uses MOPAN assessments to inform its engagement with multilateral organisations and as part of its accountability processes for multilateral cooperation. MOPAN assessments are notably used for the Results-oriented Core Contribution Management (CCM) reports as well as for its institutional engagement with MOs. |
