By supporting Ground Truth Solutions, Switzerland aims to enable humanitarian actors to systematically consider feedback of affected populations. Adapting humanitarian interventions based on such feedback contributes to making programming more relevant and adapted to the needs on the ground. This, in turn, contributes to the larger goal of better, more efficient, more effective and more accountable humanitarian aid. Ground Truth Solutions provides the methodology and the necessary expertise to drive this agenda forward.

Background

Affected communities' participation in operational decision making, and their consultation in processes that concern them, is key to making humanitarian interventions relevant. Their feedback allows to adapt humanitarian assistance so it aligns more with the needs of beneficiaries. This, in turn, contributes to making humanitarian responses more efficient and effective.

In addition, such accountability to affected populations (AAP), men and women / boys and girls, also contributes to restoring dignity and humanity of populations affected by crises. Switzerland has been raising the importance of AAP since 2010. Today, they are widely acknowledged by the humanitarian community. It is now crucial that these concepts be translated into action.

Objectives By supporting Ground Truth Solutions (GTS), Switzerland aims to further promote efforts to a people-centred approach to humanitarian aid. The goal is to enable humanitarian actors to systematically listen to people affected by crisis, and take into consideration their feedback when designing and implementing humanitarian interventions. This contributes to the larger goal of better, more efficient, more effective and more accountable humanitarian aid.

Medium-term outcomes GTS's objective, by 2024, is to ensure that affected peoples' (men and women / boys and girls) perceptions, feedback and priorities are key drivers of humanitarian action in order to enhance a systemic change in the humanitarian system. They aim to embed those feedbacks into operating and monitoring arrangements at agency and response-wide levels.

Expected results:  

Until 2024, Ground Truth aims to achieve a number of outputs grouped under four topics:

  1. Response leadership is supported to improve accountability: Response leaders begin to demonstrate more responsive programming, informed by community input and targeted advocacy. Systematically collected and analysed data on community priorities, and subsequent recommendations with a broader range of interlocutors, inform more integrated programming toward longer term solutions for crisis-affected people
  2. GTS data and analysis inform global policy and decision-making: Policy makers use community feedback and GTS analysis to make better decisions. There is more pressure on response leaders to demonstrate improved accountability beyond checking boxes
  3. People's perceptions inform meaningful action on climate change: The case is proven that systematic tracking and use of feedback can make adaption programmes more effective
  4. GTS is structured, staffed and supported to improve its operations, advocacy and influence: The GTS global team is built on strong foundations, with support services in place to accommodate further growth, agility to scale up and down as needed and influence a broader range of actors


Results from previous phases:   Throughout the ten years Switzerland has been supporting GTS, they managed to establish a solid presence in the humanitarian system. Demand for their methodology and data from key players as diverse as the IASC, UN OCHA, Grand Bargain workstreams, and several major donors (DFID/FCDO, USAID, DFAT), the Red Cross / Red Crescent Movement, different UN agencies and INGOs has significantly increased, allowing GTS to broaden its portfolio of projects. Switzerland, as the first donor to support the methodological development and piloting of GTS, has played a crucial role in promoting the approach and allowing GTS to build up its activities.
