Colombia: UN Multi-Partner Trust Fund for Peacebuilding MPTF (phase 4)
Colombia’s “United Nations Multi-Donor Trust Fund for Peacebuilding” is a tripartite mechanism between the Government of Colombia, the United Nations, and more than 15 donors to support the implementation of the 2016 Colombian peace agreement between the government and Colombia’s former mayor rebel group. Its continued implementation is crucial to sustain peace, stability and human rights for the benefit of vulnerable communities in former conflict affected regions. Switzer-land’s contribution to the MPTF is a critical part of its comprehensive peace agenda to Colombia.

| Background |
The UN Multi-Donor Trust Fund for Peacebuilding (MPTF) was created in 2016 to support implementation of the peace agreement between the government of Colombia and the former mayor rebel group (FARC-EP guerrilla). The agreement comprises measures to im-prove the lives of people in the most affected territories, to provide reparation to victims, reintegrate demobilized combatants and address the root causes of conflict. As of 2025, the implementation of Colombia's Territorially Focused Development Plans (PDETs) in municipalities most affected by the armed conflict faces several significant challenges. These obstacles hinder the achievement of the comprehensive rural reform envisioned in the 2016 Peace Agreement due to the following shortcomings: |
| Objectives | The MPTF supports coordinated action for stabilization and peacebuilding. Aligned with government priorities, the trust fund finances projects that provide transparent, effective, and results-based solutions to immediate and mediumterm post-conflict priorities in Colombia. The MPTF is aligned with the peace financing structure established by the Colombian government and supports catalytic interventions for peace implementation. |

Expected results: Sustainable Human Development Victims and Transitional Justice Reintegration Communications Peace Beyond the Agreement Results from previous phases: Since 2016 the MPTF has proven to be an effective instrument for projects catalysing the peace process. It has reached 600’000 families in 170 municipalities most affected by the conflict. It has also constituted the main platform of political dialogue about the peace process between the main group of like-minded donors, among them Switzerland, and the government of Colombia. |

| Coordination with other projects and actors | The contribution to the MPTF is a central part of the Swiss Cooperation Programme 2025-28. It coordinates with the high level policy dialogue of the political section of the Embassy, the humanitarian programmes of SDC (Early Recovery Project MIRE+, Comprehensive Mine Action) sustainable peace process and conflict prevention programme of PHRD (Citizen Participation; current peace process) and the economic cooperation programme of SECO (with regards to value chains and substitution of illicit crops); being an elected member of the UN Human Rights Council and president of the Gender Committee for International Cooperation in Colombia. The MPTF is articulated within the relevant programmatic frameworks between the international community and Colombia, i.e. UN Sustainable Development Cooperation Framework (UNSDCF), the Humanitarian Response Plan a.o. |
