Following the end of the conflict in Northern Sri Lanka, permanent shelter and livelihoods have been identified as key humanitarian requirements of returnee populations. SDC holistically supports the durable resettlement of returnees by providing permanent housing through an owner driven approach, while also supporting the reconstruction of community infrastructure and restoration of livelihoods.

Contexto

Following the end of the conlfict in May 2009 and the displacement of approx. 300’000 civilians from Northern Sri Lanka, the process of return, recovery and reconstruction is fully under way. SDC holistically supports returned populations to rebuild their houses through an owner driven approach, while also providing flanking support to reconstruct community infrastructure and recommence livelihoods. The proposed project is the second phase of the EC/AUSAid/SDC funded housing programme, towards the first phase of which SDC already contributed with 1329 houses in Northern Sri Lanka.

Objetivos

To support the durable resettlement of returnee communities in the North of Sri Lanka.

Grupos destinarios

The targeted beneficiaires are recent returnees, conflict affected, with no housing facilities, very few resources, and a long history of displacement, suffering and absence of normalcy.

Efectos a medio plazo

Living conditions and social cohesion of returnees and their host communities in the north are improved through provision of permanent housing in complement with the construction of community infrastructure and restoration of livelihoods.

Resultados

Resultados de las fases anteriores:  

SDC’s previous and current experiences include post-tsunami programmes in the east and south of Sri Lanka (10’629 houses). After the end of the conflict in 2009, the Sri Lankan Government requested support from SDC to start an integrated rehabilitation programme in the North. Currently a total of 1826 houses are finished or in the final stage of construction with SDC support. SDC’s holistic village approach (house construction, community infrastructure and livelihood support) has been widely recognized as a successful tool for village and community rehabilitation.
