Intergovernmental process on strengthening respect for international humanitarian law (2015–2019)

On the basis of a resolution of the International Conference of the Red Cross and Red Crescent, Switzerland and the ICRC jointly conducted an intergovernmental process between 2015 and 2019 aimed at improving compliance with international humanitarian law.

The central issue concerned reaching an agreement on a forum of States for IHL, as well as on means to make better use of the International Conference of the Red Cross and Red Crescent and regional forums. A consensus on these points could not be achieved in the current multilateral context.

However, the intergovernmental process underlined the universal applicability of international humanitarian law. In addition, a broad range of ideas for improving the implementation of international humanitarian law was generated, which can continue to be pursued.
