Making Labour Market Work for Young People in Albania

Project completed

The Albanian economy has difficulties to absorb young people entering the job market. By addressing all dimensions of employment, namely labor demand, job intermediation and labor supply, RisiAlbania project will apply a comprehensive approach to reduce the high youth unemployment (28.9% in 2016). The project will facilitate private sector growth in targeted sectors, leading to creation of 2200 new jobs, by the end of 2021. lt will contribute to 3000 young people placed in jobs and 7500 youth improved their market-oriented skills.

Albania‘s moderate economic growth of 1-3% offered only limited benefits in terms of jobs and income, during 2013-16. The country faces challenges in integrating youth into the labour market.

The EU accession reform agenda on transforming Albania's economy to a modern, innovative and highly productive one and the selected sectors of agribusiness, tourism and Information and Communications Technology (ICT) have great job growth potential for youth employment.


More employment opportunities realized for young women and men, aged 15-29, in a socially inclusive and sustainable way.

Target groups

The end beneficiaries are:

  • Young women and men aged 15-29.
  • Vulnerable and socially excluded groups, including rural women, internal migrants, orphans and returnees, who have limited access to job intermediation services and lack the necessary skills to find employment.

The direct beneficiaries are:

Private businesses, being the lead driving engine of innovation, investment, growth and employment, are the main partners to benefit from new/improved business, technical and financial services.

Public national employment and municipal career guidance services, private job intermediation and non-formal private training providers will be supported to offer better, effective and market relevant services to youth.

Medium-term outcomes
  • Private sector businesses grow and create jobs (outcome at institutional level).
  • Young women and men make informed career choices and gain increased employment opportunities as a result of a strengthened job mediation system (outcome at population level).
  • Young women and men improve labour market oriented skills through private non-formal training (outcome at population level).

Expected results:  

1.1 Public sector actors and Small and Medium-Sized Entreprises (SMEs) collaborate in addressing barriers to private sector growth opportunities.

1.2 A range of private business service providers offer to selected sector businesses and social enterprises improved growth-oriented business services.

2.1. Private and public career guidance and job-matching service providers create/diversify/improve services to young jobseekers and employers.

2.2. Media provides relevant and attractive labour market information focusing on career guidance for young women and men.

3.1. Private training providers collaborate with employers in designing labour market-oriented non-formal skills training.

3.2. Private training providers introduce innovative, labour market-relevant non-formal training courses and delivery methods.

Results from previous phases:  

On demand side, it achieved the target of creating 900 new jobs (53% women) in the three selected sectors of agro processing, tourism, and ICT. lt improved access to finance for 100 businesses, which increased investments by more than €43 million.

Regarding Job mediation, it facilitated 5‘376 Job placements (57% women, target was 5000) through the supported public and private labour market information and intermediation services. 770'000 young people (49% women), accounting for 15% of youth in the country, adjusted perceptions to market demands, thanks to innovative media programmes.

On skills development, 8050 young people improved their skills, knowledge and attitude, rendering them more employable.

Other partners

The implementing consortium is Helvetas Swiss lntercooperation, as lead agency, and Partners Albania (local NGO), which was selected through an open tender during phase 1.

Coordination with other projects and actors

The Government of Albania‘s Integrated Policy Management Groups also serve to coordinate the initiatives of development partners (EU, WB, IFC, UNDP, Italian Development Cooperation, USAID, ADA, GIZ) on support to SMEs, national employment services and VET system.

There are synergies and complementarities among Swiss funded projects on skills development, VET, entrepreneurship, Trade Promotion, investment climate and decentralization. The Embassy has established a coordination platform on job creation in order to foster such synergies.
