KENYA - Strengthening Livestock Sector in Arid and Semi-Arid Lands (ASAL) Counties

Around 60% of the population of Northern/Eastern Kenya counties are poor. They depend on livestock production in an environment of recurrent droughts and resource-based conflicts. This program will support local entities to better support pastoralist communities in livestock production and to advocate for their consideration in national strategies and policies. This will contribute to the reduction of their socio-economic marginalisation and thus to the region’s stability, which is in the Swiss and international community’s interest.

Contexte Kenya’s Northern lowland frontier counties occupy more than 58% of the country’s landmass. They are home to over 4.2 million people. A majority of the population are pastoralists and highly dependent on livestock production as a main source of livelihood. The counties targeted by this program are close to the borders with Somalia and Ethiopia. The trade routes lead to strong transboundary movement of animals leading to the spread of animal diseases putting at risk the meagre income of these communities. The region has historically not benefited from mainstream development by the national government due to state policies which favour the development of the fertile highlands instead. The devolved system of governance adopted since 2013 tries to address the historical marginalisation by prioritising local development needs. The improvement of the socio-economic conditions of marginalised groups will contribute to the stability of the region, which is in the interest of Switzerland and the entire international community. Key challenges in the region include poor infrastructure (mainly lack of paved roads), recurrent droughts increasing in severity due to climate change, violent water- and pasture-based conflicts, and lack of organised private sector investments. The SDC supported pastoralist communities in Northern Kenya since 2012 through different interventions in the water, rangelands management and livestock sector to enhance their resilience to droughts and improve their livelihoods. Building on successes, lessons learnt and initial investments, this program was developed for a seven-year period to support county governments and their council in enhancing livestock production with a 15-month entry phase in 2017/2018.
Objectifs To contribute to enhanced pastoralist community resilience that will result in improved livestock based livelihoods and sustainable socio-economic development.
Groupes cibles
  • 1’200 technical staff from Government departments in the 8 target counties will benefit directly from capacity building trainings
  • About 4.2 million (agro-) pastoralists, including women (estimated 50% of the total population) will indirectly benefit from policy changes and improved service delivery (i.e. herd management, access to pasture and fodder, access to livestock markets and extension services).
  • Indirectly, livestock business owners, traders, private extension services providers and agro-veterinary shop owners will benefit from improvement in the livestock sector.

Résultats

Principaux résultats attendus:  

  • Knowledge and information on new technologies, modernised systems and best practices to increase livestock productivity are developed.
  • FCDC/SFAL advocates for the promotion of an improved agriculture & livestock agenda.
  • County livestock policies, strategies and plans are harmonized and synergies between counties are created.
  • The delivery capacity of County ministries / departments for Agriculture and Livestock and extension services is strengthened


Principaux résultats antérieurs:  

  • Construction of two disease surveillance border posts in Wajir County.
  • Wajir County developed guidelines for fodder production and piloted good practices. Over 100 fodder producers were supported with inputs provision, testing of new knowledge and trainings. .
  • A livestock sector analysis to inform the status and map the way forward was finalised, a regional disease control framework was drafted, and completed county specific spatial plans were done.
  • The Pastoralists Parliamentary Group (PPG) launched a Pastoralist Leadership Summit (PLS) in 2015 that resulted in the approval of the equalization fund, the Community Land Bill and the National Drought Management Authority Bill. The SDC contributes financially to the PLS.
