| Background |
By leveraging loans of International Financing Institutions (IFIs), E5P grants enable the restoration of infrastructure damaged by the war and the modernization of infrastructure services such as district heating, public transport and the thermal rehabilitation of public buildings. Ukraine has one of the highest energy intensities of the world, hampering economic efficiency and mitigation of climate change. E5P interventions lead to the reduction of energy consumption, greenhouse gas emissions and pollution in Ukrainian municipalities. |
| Objectives |
Reduce the energy and carbon intensity of Ukraine as a result of increased energy efficiency, as well as the energy-efficient restoration of municipal infrastructure damaged by the war. |
| Medium-term outcomes |
Energy savings and reduction of greenhouse gas emissions Access to better and restored infrastructure services Policy dialogue to foster an improved regulatory framework Leverage of public investments for energy efficiency |
| Results |
Expected results: IFI loans, grants and local contributions attracted for projects in district heating, energy efficiency in buildings, public transport, water and waste water and street lighting Grants allocated for war resilience and restoration of infrastructure damaged by the war E5P platform used for policy dialogue Results from previous phases: 27 municipal investment projects approved, expected to reach up to 20% of the Ukrainian population prior to 2022 10 E5P projects completed, 4 additional E5P projects near completion Reduction of 137,592 tons of CO2 per year Savings of 114,720 MWh of electricity and 515,498 Th m3 of natural gas per year Leverage of public investments on average three times the size of E5P grants Introduction of new energy efficient technologies and renewable energies at municipal level |
