Colombia: UN Multi-Partner Trust Fund for Peacebuilding MPTF (phase 4)

Colombia’s “United Nations Multi-Donor Trust Fund for Peacebuilding” is a tripartite mechanism between the Government of Colombia, the United Nations, and more than 15 donors to support the implementation of the 2016 Colombian peace agreement between the government and Colombia’s former mayor rebel group. Its continued implementation is crucial to sustain peace, stability and human rights for the benefit of vulnerable communities in former conflict affected regions. Switzer-land’s contribution to the MPTF is a critical part of its comprehensive peace agenda to Colombia.

In Colombia, protracted armed conflicts, increasing impacts of climate change, intense migratory influxes, persistent high poverty rates, and limited institutional capacity in peripheral areas continue to drive humanitarian needs. In this context, the Colombia Humanitarian Fund, a multi-donor fund lead by the United Nations Office for Coordination of Humanitarian Affairs (UNOCHA), aims to provide targeted humanitarian responses to conflict affected people and migrants with the enhanced engagement of local actors and structures.

The World Food Programme (WFP) is one of Switzerland’s key multilateral partners due to its unique double mandate of "saving lives" and "changing lives" around food security. The WFP Strategic Plan 2022-2025 lays out the overall objectives in order to eradicate hunger. Contributing to WFP programmes in selected countries with protracted humanitarian needs allows Switzerland to achieve the humanitarian and development goals defined in its Strategy on International Cooperation for 2021-2024.

The ICRC is the most important partner of SDC in the humanitarian field. About one third of the SDC Humanitarian Aid budget is allocated to the ICRC. The contribution of CHF 56 million to ICRC country programs reflects Switzerland’s interest to have a strong ICRC throughout the world and to contribute to alleviate the suffering of people affected by conflicts.

Switzerland’s long standing support to peace efforts in Colombia serves its interests for international stability as well as human rights and is in line with Switzerland’s foreign policy interests as defined in the Federal Constitution. The contribution to the Multi-Partner Trust Fund, alongside other donors such as Norway and Germany, will support continuing implementation of the existing Peace Agreement and benefit vulnerable populations in former conflict regions. It will also underpin Switzerland’s current role in support of the government’s efforts for comprehensive peace in Colombia as well as its mandate as elected member of the Security Council.

The humanitarian crisis in Colombia continues despite growing efforts towards peace. Armed groups fighting for territory and valuable natural resources inflict extreme harm on rural and ethnic communities. In line with the Swiss interest to respond to humanitarian crises, SDC remains dedicated to supporting these communities, enhancing their individual and collective resilience. The project integrates humanitarian action with a developmental and peace orientation (nexus).

UNHCR is one of Switzerland’s key multilateral partners due to its unique mandate by the General Assembly of United Nations to provide protection and assistance to refugees, asylum seekers, refugee returnees, and stateless persons. The strategic direction 2022-26 concretise the overall mandate of UNHCR for the upcoming years. Contributing to these directions allows Switzerland to achieve in particular the human development goal defined in the Dispatch to Parliament on International Cooperation for 2021-24.
JPOs4UN Programme 2023-2028

The JPOs4UN programme aims at increasing the presence of Switzerland in the UN by augmenting the number of Swiss nationals working in SDC priority UN organizations. Switzerland directly funds partner humanitarian UN organizations to hire 11 Swiss young professionals on a three-year Junior Programme Officer contract; the Swiss foundation CINFO provides administrative support and career counselling. Swiss nationals add to a qualified and diverse UN workforce to implement the Agenda 2030.

Contributions to OCHA Field Operations in 2023

The goal of OCHA is to save lives and protect people in humanitarian crises. It contributes to principled and effective humanitarian response in sudden-onset disasters and protracted crises through its five core functions: Coordination, Advocacy and communication, Humanitarian financing, Policy and Information management. In its central coordinating role OCHA works in partner-ship with local, national and international actors.

SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence. In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises.

WFP: Food assistance in Cauca. Strengthening food sovereignty and autonomy of the Nasa people

Due to the protracted armed conflict, many indigenous communities in the department of Cauca remain in a situation of vulnerability and food security crisis. The situation has worsened by internal challenges to consolidate peace, as well as by the impact of climate change, the effects of the COVID-19 pandemic and, more recently, the effects of the Ukraine crisis. In this scenario, SDC will support WFP with additional resources to complement its early recovery actions in favor of vulnerable communities, under the principle of saving lives, fostering recovery processes and strengthening their livelihoods, thus improving the food security of communities.

Latin America faces the second largest forced displacement crisis in the world with 7.1 million people forcibly displaced from Venezuela, Central America, the Caribbean and other continents. 6.2 million more are displaced in their own country. Persons in human mobility need protection against gender-based violence, exploitation and exclusion. In Colombia, Ecuador and Peru, Switzerland addresses causes and consequences of displacement, providing aid, striving for integration and supporting actors to protect the most vulnerable.
