IPDET Grants: SDC Global Institutions Monitoring & Evaluation training support to multilateral organisations

The International Program for Development Evaluation Training (IPDET) is a globally recognised executive training initiative on development policy, programme and project evaluation. The Swiss Agency for Development and Cooperation (SDC) supports selected multilateral priority institutions to benefit from IPDET trainings to strengthen their evaluation capacity. To achieve this, about 17 IPDET grants are provided annually for three years to key staff members of these organisations.

Contexte

Many of the SDC priority organisations face major quality and capacity constraints in their regional and country offices on operations planning, monitoring and evaluation. To promote the ability of selected multilateral priority organisations to measure results achieved SDC has been supporting multilateral organisations for a number of years by offering grants to their staff members allowing them to participate in IPDET. By selecting candidates from regional and country offices with multiplier potential within the beneficiary organisations, IPDET helps to tackle the quality and capacity constraints at staff level.

The proposed project is in line with the Global Institutions (GI) Division’s Strategic Framework 2017-2020 with a particular focus on strengthening accountability for the 2030 Agenda.

 

Objectifs

Selected Swiss multilateral priority organisations, namely the United Nations Development Program (UNDP), the United Nations Population Fund (UNFPA), the United Nations Children’s Fund (UNICEF), UN-Women and the International Fund for Agricultural Development (IFAD), achieve high standards of organisational and development effectiveness due to results and impact oriented operations which are guided by a solid results management and evaluations. The increase of staff capacity (individual level) through IPDET contributes to achieving higher quality standards on an institutional level. 

Project objective

UNDP, UNFPA, UNICEF, UN-Women and IFAD achieve improved evaluation capacity of programmes and projects and quality of decentralized evaluations in targeted regional and country offices.

Key staff members of UNDP, UNFPA, UNICEF, UN-Women and IFAD working on or overviewing operations planning, monitoring and/or evaluation activities.

 

Effets à moyen terme
  1. The quality of evaluations in targeted regional and country offices of UNDP, UNFPA, UNICEF, UN-Women and IFAD is improved.
  2. Evaluation capacity of participating staff of the organisations improved and knowledge and skills acquired from IPDET is applied frequently in their work.
Résultats

Principaux résultats attendus:  

  1. Participation and completion of the IPDET course by approximately 51staff members of UNDP, UNFPA, UNICEF, UN-Women and IFAD working on evaluation and/or results management;
  2. Participants become members of the IPDET alumni network.
  3. Self-assessment by multilateral organisations and participants of the added value to improve the evaluation capacity, applicability of acquired knowledge and quality of decentralized evaluations in targeted divisions of regional and country offices (conducted at the end of the phase).

 


Principaux résultats antérieurs:  

Despite the challenges for multilateral organisations to conduct evaluations - in particular at the country level – the evaluation capacities of UNDP, UNICEF, UN Women, UNFPA and IFAD have improved in the previous years. The latest assessments of the Multilateral Performance Assessment Network (MOPAN) of IFAD underlines that the evaluation function has made some significant improvements since 2010. The MOPAN reports for UN Women and UNFPA acknowledge that the organisations have put a number of measures in place to address challenges on the decentralized level. However, availability and quality of human resources remain a great challenge. To address this issue SDC is therefore providing support to multilateral organisation to allow them to send key staff members to IPDET since 2005. 55 staff members of multilateral priority organisation received SDC funded grants to participate in this training in the past three years only. 71% were from country/regional offices. A survey conducted by IPDET showed that a large proportion of 66% of the respondents said that they have applied the knowledge and skills acquired from IPDET in their work very frequently and a large majority of 72% that evaluation-related work they have done since the training has very frequently contributed to decision making.

Coordination avec d'autres projets et acteurs

This activity has been identified as a complementary key activity to SDC’s planned multilateral evaluation and results management support and dialogue with UNDP, UNFPA, UNICEF, UN-Women and IFAD. A separate credit proposal with a focus on providing institutional support for strengthening evaluation capacity and ability to measure results is currently under review.

The proposed activity is also complementary to the partnership between SDC’s Evaluation and Controlling Section and IPDET, which provides training grants to SDC staff and staff members from SDC partner organisations (CHF 300,000 for 2017-2019).
