ACAPS (Assessment Capacities Project), NRC Contribution 2023 - 2025


ACAPS aims to improve humanitarian response by providing high quality, independent and multisectoral analysis aiming at enabling crisis responders to better understand and consequently better address the needs of the affected population, as well as strengthening the assessment ecosystem. ACAPS is a Geneva based organisation and leading provider of high-quality needs analysis with a special focus on severity and forward-looking analysis.

Contexte

Humanitarian aid should be provided on the basis of assessed needs. Impartial, unbiased, comprehensive, context-sensitive, timely and up-to-date needs assessment and analysis are critical to support decision making in humanitarian contexts. 

While significant efforts have been made in the past years, the application of current approaches and tools falls short of meeting the decision-making requirements for various stakeholders for both programming and funding. And while the number of reports produced per crisis has more than doubled in the past years, the humanitarian system lacks analytical capacity.

Objectifs Overall purpose: enhancing the agency of crisis affected populations through improved analysis. 
Groupes cibles

All humanitarian workers, influencers, fundraisers, practioners, donors and relevant stakeholders so that they are enabled to respond more effectively to crisis and disaster.

 

Effets à moyen terme

Effective humanitarian action is mobilised through a better understanding of crisis and through use of knowledge and perspectives gathered for and from affected people.

Résultats

Principaux résultats attendus:  

Output 1: Strengthened evidence base for humanitarian action through the provision of quality analysis. 

Output 2: Expanded scale, reach and capacities for analysis though actively forming new partnerships and networks and strengthening existing ones. 

Output 3: Advocated for open data while being cognisant of data protection and ethics as well as for a highly principled humanitarian approach.

Output 4: Organisational culture developed based on values and emphasizing agility in ways of working, partnership and data driven decision making.


Principaux résultats antérieurs:   Since its launch in 2009, ACAPS has become a leading provider of high-quality independent needs analysis. It continuous to push for evidence based decision-making while strengthening the sector’s assessment ecosystem. Today, ACAPS evaluates the situation of over 100 key emergencies worldwide to help anticipate and respond to emerging crises. ACAPS runs a number of Analysis Hubs with a focus on the Yemen crisis, the conflict in Colombia, the Rohingya refugees crisis, and the humanitarian situation in Ukraine.

  • ACAPS is governed by a Consortium of NGOs (Norwegian Refugee Council (NRC), Mercy Corps and Save the Children) and is hosted by NRC.


Coordination avec d'autres projets et acteurs ACAPS is Geneva based, a well established humanitarian analyst, member of INFORM, hence, key player for the Severity Index. ACAPS is also a technical partner to UNDAC.
