Country Based Pool Fund (CBPF)-Colombia
The five decades-long armed conflict in Colombia continues to cause humanitarian consequences such as internal displacement, confinement and limited access to basic services. The CBPF (formerly known as ERF) is a country based pool-fund established in Colombia to provide rapid and flexible funding to respond to humanitarian emergencies. The Fund is managed and activated by OCHA when there is no other source of funding available and there is a capable organization to carry out a response, be it to immediate or chronic (unresponded) humanitarian needs occurring within the prioritization made by the Humanitarian Country Team (HCT) in the Strategic Response Plan (SRP).

Contexte |
Colombia has been experiencing in the past 50 years a dynamic context characterized by (unevenly distributed) economic growth and a protracted armed conflict with continued humanitarian consequences for the civil population. In the geographic zones targeted by the ERF funding (i.e. Arauca, Norte Santander, Choco, Valle del Cauca, Nariño, Putumayo), and in spite ongoing peace talks between the Government and the guerrilla, the population is still affected in many rural parts of the country by the operation of armed groups and violations of IHL and HR, causing forced displacement of population, confinement, weapon contamination, presence of APM/UXO, SGBV, recruitment by IAG. Their vulnerability to natural disasters combines with events of armed violence cause double incidence in many instances. The needs are even higher among afro and indigenous communities in the region who are disproportionately affected by armed violence. Access to basic services (water and sanitation, food security, health) and protection (shelter, education in emergencies) is often among the selected priorities. |

Principaux résultats attendus: The CBPF has allocated in 2015 (to date) US$ 1,4 million to 8 projects, in order to address the most pressing needs (WASH, Health, Food security and nutrition, protection, shelter and education needs) of approx. 11’000 beneficiaries (of which 31% are women and 20% girls) within the geographic areas and population group prioritized in the SRP. Principaux résultats antérieurs: This is a second contribution of SDC to this CBPF. From 2009 to date the CBPF has allocated US$ 10.4 million to 54 projects targeting more than 200.000 beneficiaries) in order to address their most pressing cross-sector needs (WASH, Health, Food security and nutrition, protection, shelter and education needs in order of importance). From those projects, 72 % were presented by international NGOs, about 22% by national NGOs and 6 % by UN agencies. In 2014, the fund has allocated USD 2.8 million, reaching 52’000 people, of whom 77% from indigenous and 5 % from afro communities in Choco, Cauca, Valle, Antioquia, Arauca, Norte Santander, Putumayo and Guajira. The CBPF ensured humanitarian access through its implementing partners, thus contributing significantly to a timely humanitarian response in communities living in forgotten zones. |
