Safe and meaningful protection in the Far North

The Far North region of Cameroon is facing a severe, complex and protracted humanitarian crisis. It combines chronic insecurity due to the presence of armed extremists groups, Boko Haram related and others, with weak public and legal services and increased effects of climate change. The project will improve the protection and dignity of individuals by strengthening coordination, protection mainstreaming as well as safe and accessible GBV and child protection programming.

Contexte Attacks of non-state armed groups on villages as well as cross fire with the military expose the most vulnerable populations to important protection risks. Pre-existing vulnerabilities are exacerbated by the destruction or loss of their homes, livelihoods and economic assets. In the Far North, violence and insecurity have forced over 500’000 people to flee their homes. Conflicts over the use of natural resources, especially water, are also driving displacement (in December 2021 60’000 fled to Chad 40’000 people were internally displaced). In 2021, over 3’700 protection incidents were reported in the Far North. Due to the ongoing violence combined with pre-existing socio-economic vulnerabilities, endemic poverty, and cultural and traditional norms, GBV remains rampant and widespread and presents significant risks for women and girls who are disproportionally affected. In 2021, the GBV Cluster recorded 1,816 cases of GBV. In addition, an increase in protection incidents affecting children continues to be observed with 856’000 out-of-school children.
Objectifs The proposed project will improve protection and dignity of individuals by strengthening protection coordination as well as quality, safe, accessible child protection and GBV programming in the Far North region of Cameroon.

  1. Protection of the affected population is strengthened through the provision of legal support by community paralegal women and a strengthened / well-coordinated humanitarian assistance

  3. Protection services are improved to prevent and respond to violence, exploitation, abuse, and neglect perpetrated against children
Résultats

Principaux résultats attendus:  

1.1 Community paralegals women have the capacity, skills, and knowledge to provide legal information and counselling to the affected communities

1.2 The protection cluster coordinates effectively leading to quality programming, the implementation of protection mainstreaming tools for selected sectors

2.1 Quality GBV response services and safe access to specialised services including healthcare for women and girls are provided

2.2 The protective environment for vulnerable girls and women is strengthened and reduces the risks of GBV

3.1 The protective environment for vulnerable children is strengthened

3.2 Child Protection response services, including case management, psychosocial support, and socioemotional learning support are provided


Principaux résultats antérieurs:  

This project builds on a number of achievements from a previously financed project on the Centrality of Protection. It is, however, not a continuation and focuses specially on the Far North (apart from the cluster coordination).

On coordination: 90 humanitarian actors were trained, mentored and supported to ensure implementation of protection mainstreaming principles in their programming.

On GBV programming: 648 people were reached through awareness raising activities; 50 GBV cases were reported and managed and 400 dignity kits were distributed.
