Six donors to support Albania’s territorial and administrative changes

A new phase of support to the territorial and administrative reform – STAR2 – began today with an agreement amounting to 7.3 million Euros

Albania embarked on the second phase of the Support to Territorial and Administrative Reform project (STAR2). The project document was signed between Minister of State for Local Affairs Mr. Bledi Çuçi and UN Resident Representative Mr. Brian Williams.

The new phase will assist the implementation of the changes undertaken through the territorial and administrative reform that has created 61 new and larger municipalities instead of 373 local government units that were in place before.

Minister Çuçi stated that “we are determined to modernize the whole governance in Albania and not only the local government”. He mentioned cases of new services being provided to citizens although the municipalities are still new and in need of much support.

Present at the signing was also Assistant General Secretary of the UN Ms. Cihan Sultanoglu who mentioned a clear link between this renewed international support and Albania’s ability to meet EU standards in local governance, especially since the EU is one of the donors of the new support phase.

Six donors joined forces for STAR2: Sweden, Switzerland, USAID, the European Union, the Italian Cooperation and UNDP. An estimated budget of 7.3 milion Euros is dedicated to this initiative, including a 1.5 million Euro contribution from the Albanian Government.

At municipality level STAR2 will strengthen staff and administrative capacities with the view of covering as soon as possible all the vital services that Albanian citizens expect from the municipalities.
