Since the declaration of independence in 2008, Kosovo has been engaged in the reform and decentralisation of its public authorities with the aim of strengthening autonomy and local democracy in its 38 municipalities. The SDC's “Decentralisation and Municipal Support” project (DEMOS) aims to help municipalities develop basic public services, thereby supporting Kosovo in its transition to a democratic and decentralised state.

The project « Enhancing Youth Employment » is aimed at improving job opportunities for young people in Kosovo, a population segment particularly impacted by unemployment. By connecting employers and job seekers, and by training young people in the skills in demand on the labour market, the project is helping to reduce unemployment and drive economic growth.

Since independence in 2008, Kosovo has been moving to reform and decentralise its administration. Local self-administration in the 38 municipalities is to be expanded. The SDC project "Decentralisation and Municipal Support" (DEMOS) supports 17 municipalities in improving their public services.

Vulnerable groups are particularly affected, with a number of economic and social barriers limiting their access to care. Kosovo suffers under a high rate of youth unemployment. One reason for this is the lack of international competitiveness in the private sector. The 'Promoting Private Sector Employment' (PPSE) project supports companies in the food and tourism industries and helps to create new jobs.

Notaries relieve courts

In the former Yugoslavia notaries did not exist. Their tasks were carried out by district courts, and that is still the case today. The district courts are chronically overloaded and are unable to fulfil their responsibilities satisfactorily. The project is supporting the government of Kosovo with the introduction of a notarial system and thereby contributing to the development of the rule of law in the country.

Enhancing Youth Employability (EYE) – 27,000 New Jobs for Young Men and Women in Kosovo

In order to improve the market opportunities for young Kosovar women and men, the EYE program facilitates a matching of demand and supply sides of the labour market. Adequate training and education is available to meet the requirements of the private sector. The job seekers are enabled to access vacant positions and make informed decisions about their career paths. Furthermore, the EYE project promotes focused private sector investments in relevant subsectors that lead to growth of employment opportunities for young people. The approach taken by the project aims to bring about systemic change in matching demand and supply leading to large-scale and sustainable impact on the target group.

Rural Water and Sanitation Support Programme in Kosovo

Since 2005, the Swiss Rural Water and Sanitation Support Programme has provided better access to safe drinking water and sanitation to 474’000 people living in rural areas. By further strengthening the capacities of the water companies and their oversight bodies and with targeted infrastructure investments, the RWSSP exit phase will contribute to a sustainable and socially inclusive provision of high-quality water and sanitation services. For the first time the program will include the Northern municipalities of Kosovo.


Social inclusion and improvement of living conditions for Roma, Ashkali and Egyptians and other vulnerable groups in Kosovo

In order to improve the social inclusion of Roma, Ashkali and Egyptians (RAE) in Kosovo, the single phase project will develop their livelihoods through ensuring better access to educational opportunities, enhanced children rights and protection, upgraded housing conditions and more income generation prospects. The project will complement these grassroots activities with policy interventions, in the education and child protection components, to ensure ownership and sustainability through institutionalization.
