DRC: Promote and support an environment conducive for durable solutions in Rakhine State

Progetto concluso

This project supports a more comprehensive protection action in Rakhine State in Camp Coordination and Camp Management (CCCM), Protection and Livelihoods. Through this action DRC (CCCM) will strengthen camp-based protection structures in Sittwe and Pauktaw Townships, and implement Community Based Protection, minimum Gender-based Violence (GBV) prevention and response services, including livelihoods, in Mrauk-U and Kyauktaw Townships.

Contesto

The 2012 violence exacerbated the already existing institutional discrimination, disenfranchisement and deprivation, including lack of equal access to citizenship of about one million Muslims, who the Government refers to as ‘Bengali’. The mass displacement was followed by an increase in the restriction of movements and partly violent interaction between the communities. The conflict further left many Rakhine and Muslim communities separated from the fields, rivers and sea that were the source of their livelihoods; ongoing tension, violence and mutual fear have entrenched issues of land and resource access between neighbouring communities. 

Obiettivi

Promote and support an environment conducive for durable solutions by monitoring, engagement with duty bearers and by enhancing resilience amongst local communities in Rakhine State.

Gruppi target

Marginalised camp populations: Total of 8 camps and 22 villages in Rakhine state; Up to ca. 118’815 individuals (56’241 females/55’574 males); Ca. 26% Rakhine beneficiaries, 74% Muslim beneficiaries.

  3. Progress towards end of displacement and the attainment of durable solutions are monitored and measured against agreed inter-agency adopted indicators

Risultati

Risultati principali attesi:  

Under Outcome 1:

  1. Marginalised populations within camps have increased participation in service delivery to camp management
  2. Camp infrastructure is maintained and upgraded for physical protection
  3. Camp residents have access to traceable complaints and feedback mechanism
  4. Persons with Specific Needs (PwSN) are identified and basic needs are met
  5. Dispute Resolution mechanisms within sites are identified

Under Outcome 2:

  1. Community Action Plans (CAPs) reflecting development, safety and protection priorities have been developed and supported
  2. Individuals benefit from protection monitoring, case management and tailor-made assistance
  3. Community-based protection infrastructure, will be identified and mainly executed by the communities themselves with technical an financial support from DRC

Under Outcome 3:

  1. Protection Monitoring Framework tool and reports
  2. Concerted, evidence-based advocacy efforts on chronic/arising protection concerns

Under Outcome 4:

  1. Numbers of women and girls have access to GBV presentation and response services
  2. A nascent referral system in place that includes multi-sectoral services for GBV survivors
  3. A community advocacy programme developed and piloted


Risultati fasi precedenti:  

DRC has a proven record of working in partnership with other actors in Rakhine State, delivering high quality humanitarian assistance both in the context of the Rakhine crisis but also more broadly at global level. In particular:

  2. Expanding the participatory approach of community action plans
  3. Building on existing success with women’s centres
