National Treasury developed the Capacity Development Strategy for Public Financial Management (PFM) as a comprehensive response to address weaknesses in the implementation of PFM-related rules and regulations at the subnational level. It is National Treasury’s mandate to ensure that solid PFM systems are in place at all levels of government. Despite significant support and progress, problems persist at provincial and municipal level, leading to high levels of irregular, wasteful and unauthorised expenditure. This, in turn, diminishes the levels of public finances available (fiscal space) for key public services, especially for the poor. |
Obiettivi |
The key objective of the program is to contribute to increased cost effective, socially inclusive and sustainable service delivery at all three levels of government (national, provincial and local). To this end, the program will support the Government of South Africa in addressing two main causes of inefficient and wasteful expenditure within municipalities that impact significantly on the ability to provide basic services to the citizens – weak procurement practices and poor infrastructure management. The program will rely heavily on knowledge management (including peer learning) to achieve sustainable results. |

More effective public procurement management at local government level through (i) Enhanced regulatory framework for procurement management- (ii) Increased compliance with procurement management law & policy- (iii) Increasingly strategic sourcing of services and infrastructure. Enhanced infrastructure management (planning, budgeting & asset management) at local government level through (i) Improved legislative framework for increased alignment in infrastructure planning, budgeting & asset management between provinces & municipalities- (ii) Enhanced implementation of infrastructure management systems- (iii) Increasing integrated planning and budgeting processes between provincial and municipal spheres. Strengthened knowledge management (KM) (including peer learning) at all spheres of government through (i) Increased levels of KM & peer-learning capacities for PFM activities. |

Risultati principali attesi: Technical support to draft laws, regulations, and to develop manuals, guidelines, tools and training material for procurement and infrastructure management- Capacity building, workshops and training on procurement and infrastructure management to better implement/apply the systems, guidelines and tools. Technical assistance, workshops, conferences and training to further develop national knowledge management strategy Peer learning exchanges between all levels of government to facilitate learning and sharing of good practices through information exchange and create communities of practices. |
