The Foundation for Civil Society (FCS) was founded by SDC and DFiD, with the aim to improve the capacity of civil society in participation and service delivery. Today, FCS is an independent Tanzanian non-for-profit organization providing grants and capacity building services to civil society organisations (CSOs) to support them in enhancing the effectiveness of their engagement in the development processes and poverty reduction initiatives. It is funded by seven Development Partners and is one of the largest support mechanisms for capacity building and grant support to CSOs in Tanzania. This credit proposal presents the Strategic Plan of FCS for 2009–2013. FCS works with a comprehensive logical framework and has recently gathered baseline data which will allow the monitoring of outcomes in a sector commonly considered as difficult to monitor.  The overall goal of SDC’s financial support to FCS is to support Tanzania to achieve its 2025 vision for growth, reduction of poverty, improved governance and better quality of life for all its citizens.
