U4 – Anti-Corruption Resource Centre (Norway) 2022-2026
U4 Anti-Corruption Resource Centre is a recognised competence and research centre promoting anti-corruption as a major obstacle to development. Supported by a broad donor platform, U4 provides development practitioners with up to date knowhow. For SDC, fighting corruption is an important priority and the assurance of adequate competence is therefore essential. U4 work reinforces Swiss bilateral and multilateral efforts to implement SDG 16 on peaceful, just and inclusive societies.

- U4 partner agencies apply acquired knowledge and competence for the development of informed policy and strategy changes, as well as for their anti-corruption interventions and political dialogue in partner countries.

Contesto | Corruption mitigates economic growth, social stability and poverty reduction in developing countries. Many countries lose billions of USD through corrupt acts such as bribery, embezzlement, misappropriation or other diversion of property. Bribery also affects the work and funding of donor countries (including Switzerland) at the project and program level. Corruption, both within international development programmes and in the economies and policies of low-income countries, threatens development objectives on multiple levels. |
Obiettivi | U4’s overall goal and long term vision is to contribute to the reduction of the harmful impact of corruption on sustainable and inclusive development to the benefit of people negatively affected by corruption. |

Primary target group are the (currently eight) U4 donor agencies, their staff and respective country programs abroad, as well as domestic stakeholders (judiciary, government, legislative power, civil society, academia, media, private sector) in countries, where U4 and partner agencies are active. Both will benefit from increased knowledge, competence and improved anti-corruption efforts. Secondary target group are the implementing partners of U4 partner agencies, who to a certain extent also benefit from accessing U4 services. In a long-term perspective the people in targeted countries will benefit from reduced harmful effects of corruption on sustainable and inclusive development. |

Risultati principali attesi: U4 has a set of clear outputs and products. Products are either available for specific tar-get groups, like partner agencies, local governments, NGOs, or for the general public (for ex. publication of studies, briefs etc.). i) Knowledge production (for ex. thematic research, briefs) ii) Innovation products (new approaches for tackling corruption) iii) Capacity development (online training; thematic events) iv) In-country workshops and presentation in international fora (“convening and facilitation”) Risultati fasi precedenti: The first two phases 2015 – 2021 showed positive results: i) U4 is a reliable partner and delivers high quality products, including cutting edge sector-specific research such as the SDC funded research on Climate Change and Corruption ii) the multi donor partnership approach is broadly supported and allows exchange and networking be-tween the donors iii) SDC personnel and units made broad use of U4 offers, for both programs and strategic steering under (anti-) corruption aspects iv) SDC benefits of basic and advanced anti-corruption training. The “In-country-workshops”, with broad participation of partner agencies and relevant state actors proved to be particularly effective: they contribute to the development of dialogue, coordination and further developed intervention strategies There has been both broad and specific demand for U4 products all over the four SDC departments. So the SDC Directorate decided in 2017 to institutionalize the co-operation with U4. With this new phase, SDC aligns its support with the five year strategy 2022-2026 that U4 developed jointly with its partners and members. |
