Aps: Improvement of living conditions and increased access to basic services in Nariño, Cauca and Valle with a rights and protection approach.
The five decades-long armed conflict in Colombia continues to cause humanitarian consequences such as internal displacement and limited access to basic services. Due to their abundance of natural resources and strategic location near the border of Ecuador and the Pacific, the southwestern departments of Valle del Cauca, Cauca and Nariño are caught up in a scenario of armed confrontation fuelled by the cultivation, production and trafficking of drugs and illegal mining. To improve its living conditions, the affected rural population needs international support in the domains of water and sanitation, housing and livelihoods, as well as protection.

Colombia has been experiencing in the past 50 years a dynamic context characterized by (unevenly distributed) economic growth and a protracted armed conflict with continued humanitarian consequences for the civil population. In the geographic zones targeted by the project, the civil population is permanently affected by the presence and operation of armed groups and violations of IHL and HR, which result in a wide range of vulnerabilities and protection needs. The needs are even higher among afro and indigenous communities in the region. Recurring situations of confinement and displacement limit the population’s access to basic services (water and sanitation, food security, health, habitat). The likely beginning of a post-conflict phase in 2015 after the signature of a “Peace Agreement” between the Government and the FARC-guerilla will open new perspectives for a transition towards reconstruction, but armed violence is likely to persist due to the continued presence of other armed groups.
Promoting mechanisms for protection and access to basic services for the population affected by the armed conflict through improving institutional governance and citizen participation of 25’082 (direct) and 13’759 (indirect) vulnerable people in the provinces of Nariño, Cauca and Valle del Cauca.
The project will benefit directly 25’082 rural, poor and conflict-affected persons in municipalities with a lack of state presence. They belong to 6 municipalities in three different departments: 2 in Valle department (urban and rural areas), 2 in Nariño department and 2 in Cauca department. 50% are female and 50% male, of which 32% are children. 89% of the target groups are African descents, 7% are indigenous and 4% are mestizos. Additionally, the project will benefit indirectly 13’759 people living in the surrounding communities.
The project will be carried out in new communities within the same municipalities of previous phases, adding Buenos Aires (Cauca) as new municipality.
The municipalities and targeted communities are the following:

1. Strengthened protection mechanisms, governance and equitable access in order for women and men to participate in decision making in the planning of public policies (target: 19’213 people).
2. Improved access to basic services (water, sanitation, housing, food) in target regions to reduce the vulnerabilities of the population affected by the ongoing armed conflict (target: 5’869 beneficiaries).
Risultati principali attesi:
1.1-1.4: 3 communities (3’354 households) have developed and apply their own steering documents (contingency plans including actions of MRE-training and awareness as well as management plans of their territory).
2.1: 250 households have improved living conditions (housing, sanitation, access to water, employment) at household and community levels.
2.2: 322 households (240 tagged by the WATSAN systems and 82 by the aqueduct in Tambo) have improved conditions of access to drinking water, sewage disposal systems and healthy living habits, reducing the risks to health.
2.3: 4 communities (1’003 households) have generated procedures which contribute to the prevention and reduction of region-related diseases (i.e. waterborne diseases) through agreements with public institutions and by participating in trainings.
2.4: 276 households have improved nutritional conditions through food security projects and recovery of livelihoods.
2.5: 120 beneficiaries (women in majority) will be the target of 5 processes for labor inclusion and economic alternatives (through agreements with public institutions and private businesses, as well as specific trainings) that will improve the economic conditions of their households.
Risultati fasi precedenti:
During the last 4 phases, more than 50’000 direct beneficiaries were benefitted (100% of planned). In the 4th phase, the access to water for more than 700 people affected by the armed conflict improved in 6 municipalities. The ongoing 5th phase (September/13 to March/15), is expected to improve the habitat, access to water and sanitation, and strengthen livelihood of 3’953 beneficiaries.

Alianza por la Solidaridad (ApS) is an experienced and recognized international NGO and SDC partner in Colombia since 2006 and present in the target regions with similar interventions. Since 2010 ApS has been implementing emergency and early recovery projects (with a protection approach) aiming to restore/improve water, sanitation, habitat and food security conditions in the 3 targeted departments.

The project is implemented in remote rural areas affected by the armed conflict and with scarce presence of the state and government institutions. Humanitarian actors are present in the respective areas, with OCHA as the main coordinating body. Municipal administrations, although often with limited resources, are key institutional partners of this project.
