Japan has one of the largest and most advanced telecommunications markets in the world and was a pioneer in many ICT ideas and technologies, including mobile internet (from 1999), 3G technology (from 2001) and Location Based Services (from 2001). Against this backdrop, the Swiss Federal Communications Commission (ComCom) – Switzerland’s independent regulatory authority of the telecommunications market – visited Japan from 16-19 October to study its thriving ICT industry.

ComCom met with officials from the Ministry of Internal Affairs and Communications, among them the Director-General of the Telecommunications Bureau, Mr. Masahiko Tominaga. The agenda included discussions on strategies for the promotion of ICT technology in today’s information society as well as the approach of the Japanese government to ensure their implementation. ComCom also gave a brief presentation on Switzerland’s ICT policy and regulation standards.

The delegation also visited the telecommunications providers NTT Docomo and Softbank, where they exchanged ideas on the development of cellular networks from 4G to 5G technology and on new business opportunities and visions for the future. In addition, ComCom was received by representatives of Line Corporation, who provided some insight into the evolution of Line as well as its global aspirations and strategy for mobile services from 2020 onwards.

On their last day in Japan, ComCom travelled to Nara to visit the Advanced Telecommunications Research Centre (ATR). There they were given a tour of ATR’s different laboratories and learned more about Hiroshi Ishiguro’s humanoid robots.
