Morocco, historically viewed as a country of emigration, has in recent years become a country of transit and destination for irregular migrants, mostly of Sub-Sahara origin, whose ultimate destination is Europe. It is estimated that there are currently 10’000 to 40’000 irregular Sub-Sahara migrants in Morocco. Morocco is signatory to the main international agreements and conventions related to migration issues, but lacks adequate protection mechanisms. Since 2012 Morocco has followed an increasing security approach to encounter the complex mixed migration challenges, often at the expense of human rights. In September 2013, King Mohammed VI announced a new comprehensive migration policy in accordance with international law, following the recommendation of the National Council for Human Rights (CNDH). Despite some improvement in the treatment of migrants since September 2013, abuses still persist and Morocco has not yet materialized its commitment to promote a culture of human rights. Stranded migrants in Morocco do not have adequate access to basic services and live in very vulnerable conditions. As a result of their desperate situation, many wish to return to their countries of origin. IOM is the only organization in Morocco that offers assisted voluntary return and reintegration (AVRR) services in countries of origin.

To contribute to a sustainable solution to stranded irregular migrants in Morocco and to reduce the pressure created by these irregular migration flows on Morocco and ultimately on Europe.

1606 irregular Sub-Sahara migrants in Morocco. Priority will be given to the most vulnerable cases, such as unaccompanied minors, single mothers, migrants with medical concerns and victims of trafficking.

Stranded, irregular migrants in Morocco are able to return and to be reintegrated into the communities in their countries of origin.

Principaux résultats antérieurs:  

Switzerland contributed to the first phase of AVRR with CHF 700’000. Switzerland’s flexible contribution triggered the co-funding of other donors (Belgium, Netherlands, Spain) and a more active role of the Ministry of Interior (MoI). 597 migrants were provided with AVRR from Morocco in 2013 (58% male, 42% female). 490 migrants were provided with reintegration assistance in 2013 (36% female, 64% male). 463 reintegration projects were established in 2013.
