UNHCR: Protection for Refugees and Asylum Seekers in Morocco

Although Morocco has signed relevant international agreements, so far no asylum legislation has been adopted and UNHCR continues to provide protection and assistance to refugees and asylum seekers in lieu of the state. In the light of increasing protection needs, the Swiss contribution expands and strengthens UNHCR’s operational capacities and establishes a strategic protection partnership with the Agency. In as far as possible, state authorities will be involved in the reinforcement of local protection capacities.

Contexte

 

  • Morocco is a longstanding signatory of the 1951 Geneva Convention Relating to the Status of Refugees and is party to its 1967 Protocol, but lacks a legislative and institutional framework in relation to asylum and refugee protection.
  • In the absence of a national asylum procedure, UNHCR Rabat carries out registration, refugee status determination and documentation of refugees.
  • The development of refugee legislation is not a national priority and according to the legislative calendar, the issue of asylum is deferred to the end of 2014 or beyond.
  • Due to a reinforced security policy since 2012, Morocco witnessed a shrinking of the protection space for migrants, alongside with a tightening of measures against the Sub-Saharan community, including frequent raids and deportations, accompanied by significant levels of violence.
  • Since 2012 an increasing number of migrants turn to UNHCR seeking protection from arrest and deportation. As a consequence, the capacities of UNHCR to cope with basic protection needs are strained.
  • UNHCR lacks the means in terms of staff and finances to meet the needs of the growing asylum seeker and refugee community. These shortcomings are foreseen to increase in 2013 and 2014.
  • Switzerland is a key partner of UNHCR Morocco.

    Objectifs

    Reinforcing the capacities of UNHCR to provide protection and mixed solutions to refugees and asylum seekers in Morocco.

    Groupes cibles

    Direct beneficiaries are at least 1000 refugees and 5’000 asylum seekers in Morocco. In addition, governmental institutions and civil society actors are benefitting from advocacy and capacity building activities. The UNHCR office in Rabat will benefit from increased local staff capacities.

  • The handover of refugees and asylum seekers protection and assistance to Moroccan authorities is ensured in a mid-/long term perspective.
  • Immediate protection and assistance to refugees and asylum seekers are improved.

    Résultats

    Principaux résultats antérieurs:  

    Based on the previous experiences and in the logic of good humanitarian donorship, Switzerland shifted its contribution from a project to a program support level. However, to specifically counterfight structural understaffing, a special budget line is earmarked allowing to top up limitation due to UNHCR operational level funding.
