Launching ceremony of the book on “Climate Change Adaptation in Vietnam” in the framework of the “Mekong Urban Flood Proofing and Drainage Programme”

The “Mekong Urban Flood proofing and Drainage Programme” and the National Assembly’s Committee of Science, Technology and Environment have launched a reader on Climate Change Adaptation in Vietnam. The handover to the National Assembly took place in the presence of the Mr. Phan Xuan Dung, Chairman of the Committee of Science Technology and Environment, the Ambassador of Germany to Vietnam, Mr. Christian Berger, the Swiss Ambassador to Vietnam, Ms. Beatrice Maser, representatives from GIZ (Gesellschaft für Internationale Zusammenarbeit) and SECO (State Secretariat for Economic Cooperation) in Vietnam and officers of the National Assembly Office.

Vietnam is among the world’s most vulnerable countries to climate change, with many cities situated in the Mekong Delta as well as the coastal regions. Floods, storms and other natural disasters have continued to threaten lives and livelihoods, caused damage to homes, infrastructure and negatively impacted on economic activities of the regions. The reader will support the National Assembly Members in drafting the new Climate Change Law.

SECO implements the “Mekong Flood Proofing and Sustainable Drainage Programme” through the partnership with the Ministry of Construction and GIZ. The project aims at making flood proofing in Vietnam more sustainable. The programme provides direct support to three provinces Kien Giang, An Giang and Ca Mau in the Mekong Delta, and improves the capacities of national and sub-national authorities on urban resilience and creates practical showcases of those newly developed policies. The programme is implemented in the period 2017 – 2019 and is focusing on three main components: (i) Integrated Urban Drainage Planning; (ii) Flood Risk Analysis and Planning Support; (iii) Disaster Risk Management.

The Swiss Ambassador to Vietnam, Ms. Beatrice Maser, said that similar to Vietnam, Switzerland is facing climate change issues. She emphasized that the fight against climate change is complex and requires the involvement and the co-operation of different stakeholders. The National Assembly has an important role to play in elaborating appropriate laws to support the climate mitigation and adaptation efforts. The Swiss Ambassador trusts that the Book “Climate Change Adaptation in Vietnam” will support the National Assessembly in developing an effective Climate Change Law.

Chairman of the CSTE, Phan Xuan Dung, said the book has been developed based on the results of scientific researches and studies, conducted by international and national scientists and experts. The book will be a valuable reference document for the officers of the National Assembly, People’s Councils, government leaders and officials, managers, lecturers and researchers, involved in monitoring results and enhancement of the implementation of policies and legislation on climate change adaptation in Viet Nam.
