FAO Sudan Emergency Livelihoods Response Plan (ELRP)
Six months after the outbreak of conflict in Sudan between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), 20.3m people face food insecurity. In response, FAO developed the Sudan Emergency Livelihoods Response Plan (ELRP), which aims at restoring and enhancing food production and strengthening agricultural livelihoods to support farming, herding, and fishing communities and vulnerable populations affected by the crisis.

- Ensure access to diversified food sources through life-saving assistance, increasing household food production and income
- Timely livestock support through mass vaccination campaigns against trans-boundary animal diseases
- Contributing to timely and quality evidence produced to inform programming and decision-making
- 7.5m people provided with emergency agricultural assistance to improve crop production for 2024 summer and 2023 winter farming seasons
- 75k people provided with livestock support to restore and improve access to animal protein sources and income
- 50k people receive fishing input and training to enhance household consumption of high nutritional protein and increase income through the sale of surplus fish
- 2.5m people receive veterinary support, including vaccination, deworming and treatment services to protect and safeguard livestock against the most devastating epidemic and endemic diseases
- Assessment of ongoing conflict’s impacts on agriculture sector at national level through leveraging the Data in Emergencies (DIEM) hub and methods
- Increased access to timely food security information, including on agricultural livelihood impoverishment, for informed decision-making

| Contesto | The humanitarian situation in Sudan is on the brink of a catastrophe after conflict erupted across the country in the middle of April 2023. Hunger was already on the rise, with each year since 2020 registering record levels food insecurity, which the ongoing fighting is now worsening. More than 6m people are on the edge of famine and 20.3m people – 42 percent of the population – face acute food insecurity classified as IPC Phase 3 or higher. Violence continues to spread, and could plunge millions more into hunger, while making it harder for farmers, pastoralists, and fishers to access assets, services, and support to ensure crop and fish production, improve seed diversification and protect animal stock from depleting. |
