Indonesian Bus Rapid Transit Development Project


The Indonesian Bus Rapid Transit Corridor Development Project (INDOBUS) managed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) assists Indonesian municipalities in developing bus rapid transit corridors as a backbone for sustainable urban mobility systems. It entails technical assistance and capacity-building for cities and ministries to foster the implementation of bus based mass public transport in medium-sized cities.

Hintergrund Congestion and pollution, once problems of large conurbations, have come to be daily issues in medium-sized cities of Indonesia. Public transport services are insufficient, fragmented and often of poor quality as a result of unclear legal frameworks, weak institutional capacities and insufficient investments. Transport is estimated to generate 23% of the green house gas (GHG) emissions of Indonesia’s energy sector. Hence, inaction in this field not only burdens urban living conditions and economic functionality of cities, but also hampers Indonesia’s ability to fulfil its climate mitigation goals.
Ziele The Indonesian Bus Rapid Transit (BRT) Corridor Development Project aims to assist five municipalities in developing bus rapid transit corridors as a backbone for sustainable urban mobility systems.
Mittelfristige Wirkungen BRT corridors are developed in at least three cities with funding schemes backed by national budget.Regulations clarifying roles and responsibilities of public entities in BRT planning, construction and operation are set up in at least three cities.An integrating ticketing system is introduced in two cities.Central ministry incorporates a policy on BRT implementation.Ministry of Transport improves its capacities to conduct transport simulation and advises cities in urban transport planning.
Resultate

Erwartete Resultate:   Feasibility studies for bus rapid transit systems with at least one corridor are available for at least three cities.Concepts for the allocation of roles and responsibilities of public entities in bus rapid transit planning, construction and operation have been prepared for at least 3 cities.Feasibility studies for an integrated ticket system are developed in at least 3 pilot cities.Staff members at Ministry of Transport and selected stakeholders from Indonesian academia and private sector are trained in the application of software-tools.
