Strengthening the effectiveness and efficiency of locally led protection services
In Phase 2 NGO Resource Center will continue to provide capacity-building support to NGOs, particularly those focused on child protection and expand Mental Health and Psychosocial Support interventions for children and families. Additionally, the project will address child sexual abuse and violence by equipping humanitarian workers and relevant stakeholders with the necessary tools to respond effectively to child disclosures of abuse.

Hintergrund | The ongoing conflict in Ukraine is severely impacting children, putting them at risk of displacement, violence, and rights violations. According to the Humanitarian Needs Response Plan (HNRP) 2025, 12.7 million people, including 1.9 million children (15%), urgently need humanitarian assistance. Many children face family separation, abuse, neglect, and exploitation. National civil society organisations, which provide child protection services, are overwhelmed by the conflict challenges. Staff members often experience stress and burnout and lack of rest. CSOs also frequently struggle to provide training and psychological support for their teams. In Phase 2, the project will continue integrating child protection and localisation priorities while offering customised capacity-building support to CSOs. It will enhance capacities of local NGOs, equipping humanitarian workers to respond appropriately to reports of GBV and abuse, and expand Mental Health and Psychosocial Support for children and families. |

Erwartete Resultate: Capacity strengthening support for NGOs Mental health and psychosocial support 8. MHPSS for children 9. Mental health support for parents and other safe adults 10. Project implementation grants for child MHPSS providers Resultate von früheren Phasen: The project has made significant progress in enhancing the capacity of local organisations, improving mental health outcomes, and addressing systemic challenges faced by national actors. By supporting 29 Ukrainian NGOs, the project helped them play larger roles in the humanitarian response. NGORC offered training in essential operational skills such as project planning, grant writing, and financial management, while also emphasising the importance of safeguarding beneficiaries and incorporating their feedback. NGORC also provided 11 capacity-strengthening grants to improve organisational structures and procedures, as well as support financial audits to ensure compliance with donor requirements. The project also focused on mental health and psychosocial support, addressing the needs of children (1024 reached), parents (212 reached), educators (11 reached), and humanitarian workers (95 reached) through individual and group sessions. The activities improved mental health care quality and helped prevent professional burnout. |

NGORC will continue to coordinate with clusters and sub-clusters to enhance overall coordination, with particular attention to the Child Protection Sub-Cluster and the MHPSS Sub-Cluster. If needed, NGORC will assist our partners in understanding how the system operates, its structure, and how they can benefit from it. Additionally, NGORC will promote collaboration and coordination with national and local governments as appropriate.. |
