The land tenure in Colombia is highly informal and lacks clarity.The absence of a consolidated data management, a lack of interoperability between databases and deficient field surveys have led to unequal land distribution. SECO supports the Colombian government in its goal of introducing a modern cadastral system.

Hintergrund

Unresolved land ownership issues have had an ever-growing influence on Colombia’s economic and political agenda for years. The land tenure in Colombia is highly informal and lacks clarity. The absence of a consolidated data management, a lack of interoperability between databases and deficient field surveys have led to unequal land distribution. The enactment of Law 1753-1715 signed by President Juan Manuel Santos in 2015 posted new goals for the land policy in Colombia: decentralization of land management, consistent property information in the databases of land registry and the establishment and maintenance of cadastral information.

Ziele

The project overall objective is to support the process of Modernization of Land Management in Colombia and the Governments vision of a multipurpose cadastre, through the improvement of the data management systems. The project impact will be measured in terms of improved data flow, increased compliance with international standards and avoided duplications.

In a first place, the project has strengthened the data management systems in order to improve the respective data processing. Given the difficulties to access quality information, the project will support the Colombian authorities in conducting pilot field survey projects according to harmonized methodologies and international standards. Finally, the project will strengthen data exchange flows among the national entities involved in land policies, the overall coordination and the data compliance with national and international protocols.

Mittelfristige Wirkungen

Support for the realization of the vision of a Multipurpose Cadastre: a common terminology will be introduced, to avoid duplication of efforts and foster data integration and exchange. The data flow mechanisms and data exchange formats will be defined and control mechanisms will be put in place.

Support the elaboration of a national training programme to obtain certified surveyors and cadastral technicians

Support technically the data management of the pilot field surveys

Facilitate the institutional restructuring and reorientation of the Colombian geographic institute (IGAC)

Support the establishment of a geodetic reference frame
