Yearly Contribution to the UN Central Emergency Response Fund (CERF) 2023

Established in 2005 as the UN’s global emergency response fund, the Central Emergency Response Fund (CERF) – managed and administered by OCHA – pools contributions from funding partners around the world into a single global fund to enable more timely and reliable humanitarian assistance to those affected by natural disasters and armed conflicts. The CERF is one of the fastest and most effective ways to support rapid humanitarian response. It is also a lifeline for those caught up in the world's most neglected, underfunded and long-lasting crises.

The project in brief
Background The global humanitarian needs continue to increase and 2023 sees record-high requirements for humanitarian assistance. In this context, the CERF will continue to be an indispensable lifeline for the most vulnerable people by ensuring fast and flexible funding for life-saving assistance whenever and wherever people are caught in humanitarian crises. 
Objectives Support the timely allocation and disbursement of funds to address the most urgent humanitarian needs and assist the most vulnerable people across the globe.
Target groups Women and men, girls and boys affected by natural disaster or conflict across the globe.
Medium-term outcomes
  • People most in need are provided with timely assistance. 
  • Accountability to affected populations and critical protection and gender based violence interventions are reinforced.
  • Anticipatory action pilot projects are scaled up through the dedication of 10% of the CERF funds to anticipatory action.
Results

Expected results:  

  • Assistance to new emergencies and to existing emergencies that have deteriorated significantly is provided.
  • Support for critical needs in underfunded and often protracted crises is delivered. 


Results from previous phases:  

  • In 2022, the CERF’s speed was instrumental in enabling response to time-critical humanitarian needs, with the most urgent requests processed in as little as two days.
  • The role of the CERF in fighting hunger was also prominent throughout 2022. Nearly 30 per cent of the total funding released from the CERF went to countries affected by food crises.
  • The CERF reinforced its commitment to boost operations in underfunded crises where unmet humanitarian needs remain alarmingly high. During the year, the CERF disbursed a recordhigh level of funding for underfunded emergencies. Through two disbursement rounds, the CERF allocated USD 250 million for critically underfunded humanitarian operations in 23 countries in Africa, Asia, the Americas and the Middle East, targeting nearly 10 million people.
