ICRC Operations Appeals 2022: Additional Allocation to Budget Extension Appeal Ukraine

The intensification of hostilities in various parts of Ukraine since 24 February 2022 have triggered mass displacement of populations across the country and towards neighbouring countries. The hostilities have severely affected densely populated areas, multiplying the risks and causing major concern for the protection of civilians and essential civilian infrastructure. The very fluid and rapid evolution of the situation, combined with severe security constraints makes it difficult to fully assess the humanitarian consequences of the conflict. The impact is expected to be massive and to last, and will affect communities in all regions in the country.

To be able to respond to the immense needs arising from the conflict, the ICRC has increased the scope and scale of its activities in Ukraine and in neighbouring countries. In Ukraine, it now has nearly 700 staff members at ten locations across the country. To support its response in the wider region and boost its logistical capacity to bring aid into Ukraine, the ICRC has established delegations in Hungary and Moldova, and missions in Poland and Romania. The ICRC has maintained its regional delegation in the Russian Federation since 1992 and its mission in Belarus since 2017, and has scaled up their activities.

The Ukrainian Red Cross Society and the ICRC are co-convening the response efforts of the International Red Cross and Red Crescent Movement to ensure that people receive timely, coordinated and meaningful support.

By working together in this way, the URCS and the ICRC seek to ensure strong cooperation between all Movement partners and maximize the impact of humanitarian efforts.
