Subnational Governance Program (SNGP)
Politicians, the three spheres of government, civil society and the citizenry at large need access to relevant information on federalism and opportunities to engage in meaningful dialogue to deepen and sustain the reforms. This project seeks to enhance the capacity of media and academia to generate evidence-based information and foster discourse on key aspects of Nepal’s federalism, and it supports sub-national governments to engage in exchange and enhanced cooperation.

Contexto | Nepal has made considerable progress in implementing the constitution of 2015. Many of the foundational constitutional and elected bodies have been put in place and two full election cycles were completed. There continues to be an important legislative backlog to adapt a wide body of acts to the changing requirements of the federal constitution. Similarly, administrative federalism and fiscal federalism have progressed slowly. Frequent changes in federal and provincial governments have slowed the progression of needed reforms. The absence of formal inter-provincial mechanisms for cooperation, along with a lack of (especially) provincial data and evidence to set policy priorities and address constituency needs, negatively affects public sector performance. As the inter-play of the three spheres of government in Nepal is in the process of being clarified, there is mounting debate, including criticisms, from political actors who wish implementation of the constitution to proceed faster as well as from those opposed to federalism. This debate could benefit from more involvement of academia, media and civil society and a focus on evidence. |

Outcome 1: Strengthened systems and mechanisms for intergovernmental coordination and dispute resolution across the three tiers of government. Outcome 2: Selected local governments have more inclusive and evidence-based policies and plans toward improved access to public health services. Outcome 3: Selected subnational governments (Provincial and Local Governments) formulate and implement inclusive and evidence-based economic policies and plans. Outcome 4: Subnational policies, programs, and service delivery are inclusive, equitable, and respond to the needs of women and marginalized constituencies. Outcome 5: Selected subnational governments incorporate climate change considerations into their prioritized policies, plans, and programs. SDC will contribute to Outcome 1 with an emphasis on fostering evidence based federalism discourse (FFD). |

Resultados previstos: Key Outputs for Outcome 1: 1.1: Dispute resolution systems and mechanisms are operational across the three tiers of government 1.2: Increased clarity on roles and functions across the three tiers of government 1.2.1: Civil Society Organizations (CSOs), academia and media promote evidence- based federalism discourse at the federal, provincial and local level (SDC contribution) 1.3: Intergovernmental coordination mechanisms are operational across the three tiers of government 1.3.1 Provincial governments promote horizontal intergovernmental collaboration in the spirit of the constitution (SDC contribution) Resultados de las fases anteriores: SNGP Phase I was launched in 2017 as a partnership between Australian Government, Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation to support Nepal transition to a federal governance system. The project is now in its second phase of implementation since April 2022. - A Mid-term Review (MTR) of the second phase in September 2024 highlighted the importance of continued support to evidence-based discourse on federalism and strengthen systems and mechanims for inter-governemental relation and coordination. Detailed learnings and insights are presented in the MTR which is available publicly. - 46 knowledge products published on federalism and subnational governance issues - 45 policy dialogues conducted to promote functional clarity and improve intergovernmental relations - 311 forums supported for intergovernmental coordination for policy deliberations - Engaged with more than 60 local CSOs, research, media, public and private institutions - Technical support to 111 subnational policies and procedures on health, economy, climate and inter-governemental coordination. |

Coordinación con otros proyectos y actores | SNGP complements Switzerland’s engagement in the Federal State-building domain, particularly the Provincial and Local Governance Support Programme (PLGSP) and the Public Finance Management MDTF managed by World Bank. Through the Swiss engagement, SNGP will be in a better position to share lessons from sub-national governments. |
