The Energy Union seeks to build bridges between countries by further integrating the internal market and by developing a more common approach to security of supply in Europe. Why collaborate at a regional level in the area of energy? What are the preconditions for successful cooperation?
Regional cooperation is recognised as a stepping stone to deliver the Energy Union. It can therefore be considered as a bridge between the national level, that still holds key competences in this area, and the European level. How can this be translated into practical governance regulations? What does it mean for the existing initiatives?
Finally, regional cooperation could serve as a bridge between EU Member States and well connected third countries like Switzerland. What could be the risks and benefits of such an approach? How could the framework for a truly European Energy Union look like?
