AF Government School Support Program (GSSP)

Progetto concluso

The Government School Support Program (GSSP) supports the Afghan Ministry of Education (MoE) to enhance quality of education at secondary level. The aim is to increase student enrolment, retention and learning. It works with 200 secondary schools as well as provincial and district education departments and communities in 3 of the poorest provinces (Badakhshan, Baghlan and Bamyan) of Afghanistan. GSSP is part of the Aga Khan Foundation’s (AKF) education programme.

Contesto

Afghanistan has seen considerable progress over the past 12 years in terms of access to education. The increase in enrolment from 1 million pupils in 2001 (almost all boys) to today’s enrolment of more than 9 million students (40.5 % of whom are girls) stands out as one of the most significant achievements. Enrolment of girls in Bamyan and Badakhshan are higher than the national average (46%) while girls’ enrolment in Baghlan is at 37.5%.  Despite major achievements in the last decade, access to education still remains a big challenge for the MoE and development partners, with various problems such as: shortage of qualified female teachers and school administrators especially in rural areas, poor quality of teaching, lack of adequate infrastructure and poor academic supervision practices.

Obiettivi

More girls and boys benefit from better quality secondary schooling in Badakhshan, Baghlan and Bamyan provinces. 

Gruppi target

Directly: TTC/Satellite lecturers in Bamyan, secondary school teachers and management teams, school shuras members in 12 districts and PED/DED officials in 3 provinces of Bamyan, Baghlan and Badakhshan. In total over a 100’000 school children will benefit throughout the life of project phase.

Effetti a medio termine

  • Secondary schools, particularly in marginalized areas, deliver improved quality schooling to boys and girls.  
  • Provincial and District Education Departments (PED/DED) in partnership with communities improve the quality and sustainable delivery of secondary-level education services.
  • The provincial teacher training college system (in Bamyan) improves in-service teacher training.

 
Risultati

Risultati principali attesi:  

 

  • A total of 2’400 secondary school teachers will receive training in pedagogy including in the MoE In-Service Teachers Training (INSET).
  • 400 school management members (principal and head teacher) will be trained and mentored on improving the quality of teaching and the learning environment.
  • 2’600 school shura members from 200 shuras will be mentored on promoting safe, healthy and gender equitable learning environments.
  • 540 PED and DED staff will receive training and mentoring to enhance supervision and support activities to schools.
  • A total of 15 faculty members from the core Teacher Training College (TTC) and 4 satellite TTCs in Bamyan will receive training on a student centred teaching approach.
  • A total of 35 student teachers will be trained by an AKF-trained TTC lecturer in the new pilot practicum on a yearly basis.
  • Research will be conducted on various GSSP covered areas to document experiences and promote their institutionalization/replication.

 

 


Risultati fasi precedenti:  

  • In GSSP supported schools (during phase three):
  • -     Secondary enrolment increased by 94%. For girls it increased by over 140%.
  • -     More than 60% of the trained school management teams actively improve the teaching and learning environment together with teachers, parents, students and other community members.
  • -     72% of primary level teachers (20% female) now use student-centered teaching approaches.
  • 204 out of 210 supported school shuras (teachers, school administrators, parents and students) are actively involved in improving the teaching/learning environment and enrolment/attendance.
  • 3 Provincial Education Departments (PED) and 19 District Education Departments (DED) lead education planning in their territories and considerably enhanced supervision and capacity support to schools.
